Description
This is a sources sought notice only; it is not a request for quotations or offers. The VA Gulf Coast Veterans Health Care System is conducting market research to identify potential sources for a contract for refuse removal and disposal at the Biloxi MS VA Medical Center. The awardee will provide all labor, supervision, management, equipment, transportation and other required supplies and services necessary to perform solid waste collection and disposal at the specified location. The anticipated period of performance is from October 1, 2010 through September 30, 2011, with four one-year option periods. It is anticipated the awardee will provide a variety of containers, such as 8-yard containers with compactors, 8-yard side load, 30-yard open tops and 40-yard with compactor. Scheduled and as-needed collections are anticipated. The applicable NAICS code for this procurement is 562111, Solid Waste Collection. The small business size standard is $12.5 million.Interested parties should respond to the Contracting Officer, Don Kinsman by, mail at VA Gulf Coast Veterans Health Care System, 400 Veterans Ave (90C) Biloxi, MS 39531; e-mail at donald.kinsman@va.gov, or facsimile at (228)523-4324. Interested parties should include a company profile, including the name of the business, business size and socioeconomic category, such as Service-Disabled Veteran Owned Small Business, Women-Owned Small Business, Hub Zone Small Business etc. Interested parties are reminded that to qualify as a Small Business, Veteran-Owned Small Business, Service-Disabled Veteran-Owned Small Business or Hub-Zone Small Business, in the event of a set-aside for any of these small business categories, at least 50% of the cost of personnel for contract performance must be spent on employees of the small business concern or other small business concerns in the appropriate socio-economic category. Interested parties should be prepared to demonstrate how this requirement will be met, as meeting this requirement may be evaluated in determining the successful offeror once a solicitation is issued. Small business concerns should not claim eligibility for any given set-aside if they cannot meet the cost of personnel requirement for that set aside. Interested parties should respond no later than March 19 at 3:00 P.M. Central Time. This sources sought notice is to assist the VA in identifying an appropriate acquisition strategy only. A solicitation is not currently available. If a solicitation is issued, it will be announced and posted on this website at a later date, and interested parties must respond to the solicitation to be considered for award.
