Description
This is a REQUEST FOR QUOTATION please read the following thoroughly. The contractor is responsible for ensuring all export controls are met in accordance with DFARS 252.204-7008, which will be incorporated by reference into this contract. The Government reserves the right to make award to the vendor whose offer conforming to this RFQ is lowest price technically acceptable. All information in this RFQ must be provided. Incomplete or late quotes will not be accepted unless it is in the best interests of the Government. Prices must be good for 30 days after offer submittal. Offers will be evaluated in accordance with FAR 13.106. Please respond to this RFQ by email to dolores.charlton@iraq.centcom.mil no later than 21 Jan 2010 at 6:00 PM Eastern Standard Time. This will be the only opportunity to submit a quote. PLEASE PROVIDE YOUR BEST AND FINAL OFFER. 1. One (1) each Electro Detection Apparatus, for the detection of indented writing on documents, that produces a positive life-size transparencies of indented writing without damage or contamination to original documents and without interference to other forensic tests, and provides that documents can be processed multiple times without lost of sensitivity. Power requirement: 220 Volt 50 Hz. Same or equal to Foster + Freeman ESDA2. 2. One (1) each Video Spectral Comparator, for the detection of altered and counterfeit security documents, that is of high resolution and provides examination of tapering and photo-substitution under high magnification, embossed stamps under oblique lighting, suspected alteration using differential infrared absorption and luminescence properties of inks, embedded personal information, ICAO coded data, DOVDs, holograms and kinegrams using multi-angled lighting, with document and currency databases with continuously updated references. Power requirement: 220 Volt 50 Hz.
