- The purpose of this modification is to provide the following changes/clarifications to the referenced synopsis: 1. The SF330 due date remains unchanged at no later than 2:00 pm on Monday, January 11, 2010. 2. To clarify each criteria in reference to the SF330: - Criteria 1, Professional Qualifications (SF 330 Section E)- Criteria 2, Specialized Team Experience (SF 330 Section F)- Criteria 3, Past Performance (SF 330 Section H)- Criteria 4, Quality Control (SF 330 Section H)- Criteria 5, Sustainable Design (SFF 330 Section H)- Criteria 6, Location (SF 330 Section H)- Criteria 7, Capacity (SF 330 Section H)- Criteria 8, Commitment to Small Business (SF 330 Section H)- Criteria 9, Volume of Work (SF 330 Section H) 3. To respond to RFIs received: 1. How does this firm determine what percentage of the work must be subcontracted out to DBE/SBE firms? Government Response: If the firm classifies as a large business according to the size standard for NAICS code 541330 Engineering Services and is selected for award for this solicitation, a formal subcontracting plan (see FAR 19.704 - subcontracting plan requirements) will be required to be submitted that meets the subcontracting goals outlined in the synopsis. Small businesses are also encouraged to meet these subcontracting goals. 2. Is it unreasonable to assume that a portion of the planning element in this contract could be applied to P3 development of the overall program? Government Response: Please read the synopsis thoroughly and restate your question clearly and identify a specific section or reference accordingly. 3. Is this a multiple award contract and full and open competition? Government Response: As stated in the synopsis, "This proposed contract is an unrestricted procurement," and Federal Acquisitions Regulations Part 36.6 (Brooks Act) Selection Procedures apply. 4. Please confirm that either 65% of every dollar contracted should go to a small business (SB) subconsultant leaving the remaining 35% open to any subcontractor (SB or large business) --OR -- 65% of the overall contract should be performed by small business subconsultantsGovernment Response: Please Refer to FAR 19.704 - Subcontracting Plan Requirements. 5. Are you looking for past performance including quality of work, cost control and compliance with performance schedules; points of contact; etc for each project on every resume? Government Response: As stated under Section A - submittal requirements format/quantities of proposals, first paragraph, "The SF330 Part 1 is limited to 30 single-sided pages, 8.5" X 11" pages. The page restriction does not include Criteria 8, Commitment to Small Business Concerns or the Performance Evaluations (Form 2631s) required to be submitted under Criteria 3. Criteria 8 shall be submitted a separate file from the SF330. Minimum font size is no smaller than Times New Roman, 10-point."
