- Please see the attached notice Sources Sought The following questions were received from industry regarding the OCC's needs. The answers are below: 1) Does the OCC have a central payroll system? If not, with how many payroll centers will the TPA be required to interface? The OCC has one payroll provider and that is the National Finance Center located in New Orleans, LA. 2) Annually, what is the total number of payroll deduction data files that the OCC will exchange with the TPA? OCC employees are paid on a biweekly basis and the TPA would receive a payroll deduction data file each pay period. Therefore, it is anticipated that annually there would be 26 payroll deduction data files with Health Care and Dependent Care deduction transactions, however for the Parking FSA only 24 of those files will contain parking payroll deduction data (parking deductions are taken twice a month). 3) What are your expectations of the TPA with regard to enrollment meetings (if any) and the production and distribution of enrollment materials? At this time, the OCC is not firm as to its requirements regarding enrollment meetings. The FSA program is not new for the OCC; however, a change in TPA would be and may require some communications meetings in various formats, i.e., webinars, face-to-face, etc. Typically the OCC requires at least one annual face-to-face meeting and another meeting during open season at its headquarters location in Washington, DC. 4) Who is the incumbent FSA administrator? If at liberty to disclose, what is the current fee structure? The incumbent is Wageworks. We are not at liberty to currently disclose the fee structure. 5) How many participants do you have in the Medical FSA? Dependent Care FSA? Transportation FSA? Current participants in Health Care 1,759; Dependent Care participants 50; participants in both Health Care and Dependent Care 171; and Parking FSA participants 260.
