Description

RECOVERY - THIS CONTRACTING ACTION IS BEING OFFERED UNDER THE AMERICAN RECOVERY AND REINVESTMENT ACT (ARRA). RECOVERY - Renewable Energy Systems at Sand Lake and Waubay National Wildlife Refuges, Brown and Day Counties, South Dakota, FFS Project Number: R6JA, TAS::14 1610::TAS THIS CONTRACTING ACTION IS OFFERED FULL AND OPEN WITH A HUBZONE PREFERENCE (SEE FAR 19.1307). WORK UNDER THIS CONTRACT: A. Base Bid Items 1 and 2 (Sand Lake NWR). Provide all equipment, labor, and material required to install a three grid tied 5 KW Wind Turbine System(s) at the Sand Lake National Wildlife Refuge. Contractor shall review existing site conditions, building load profiles of both the Headquarters and Maintenance Buildings, existing electrical service and provide a total of three wind turbines with each building receiving at least one turbine.B. Bid Alternative Item 6 (Sand Lake NWR). Contractor shall provide all equipment, labor and materials to install a fourth 5 KW Wind Turbine.C. Base Bid Item 3 and 4 (Waubay NWR). Provide all equipment, labor, and material required to install a grid tied 5 KW roof mounted Photovoltaic System serving the Headquarters Building and a two 5 KW Wind Turbines serving the Shop Building.D. Bid Alternative Item 5 (Waubay NWR). Contractor shall provide all equipment, labor and materials to install an additional 5 KW Photovoltaic System serving the Headquarters Building. LOCATION AND INSPECTION OF SITEA. The sites of the work is at the Sand Lake National Wildlife Refuge, located approximately 45 miles northeast of Aberdeen, South Dakota and Waubay National Wildlife Refuge located approximately 54 miles east of Aberdeen, South Dakota.B. Prospective bidders are encouraged to visit the work areas in order to examine the existing site conditions. Arrangements can be made to inspect the Sand Lake site by contacting the Project Leader, phone (605) 885-6520. Arrangements can be made to inspect the Waubay site by contacting the Project Leader, phone (605)947-4521. GENERAL INFORMATION The estimated magnitude of construction is between $500,000.00 and $750,000.00. The total performance period is 180 calendar days from Notice to Proceed. This acquisition is offered Full and Open with a 10% Hubzone Preference. The NAICS code is 237130, Power and Communication Line and Related Structures Construction, and the size standard is $33.5 Million. The solicitation package is anticipated to be available electronically on/or about March 8, 2010 with an anticipated closing date of April 7, 2010.
