Description
Introduction: Pursuant to FAR Subpart 13.106-1(b)(1), the U.S. Army RDECOM Contracting Center, Natick Contracting Division, on behalf of the Naval Health Research Center (NHRC), intends to award a firm fixed price purchase order on a sole source basis to: SEK Solutions LLC, Virginia Beach, VA 23452. THIS IS NOT A REQUEST FOR PROPOSALS. No solicitation document is available. 1. Nature and description of the supplies or services required to meet the agency's needs: Material required for the Evaluation of long-term serologic response in Military Personnel following vaccination with Quadrivalent Meningococcal Conjugate Vaccine or Quadrivalent Meningococcal Polysaccharide Vaccine in the United States. Reference Material Item Lot # 98/722 Meningococcal Group A Polysaccharide 40 units Item Lot # 07/318 Meningococcal Group C Polysaccharide 40 units Item Lot # 99/592 Methylated Human Serum Albumin (mHSA) 40 units 2. A demonstration that the proposed contractor is the only source available to provide these services or goods (i.e. unique qualifications, proprietary rights, etc.): The biological products are only commercially produced by the National Institute of Biological Standards and Control (NIBSC). There were no other commercial sources available (Neisseria meningitides polysaccharide and methylated human serum albumin). 3. A description of the market research that was conducted and the results, or a statement of the reason a market research was not conducted: No market research was conducted as the National Institute of Biological Standards and Controls is the only commercial source of the biological material. 4. Any other facts supporting the use of other than full and open competition: None 5. A statement of the actions, if any, the agency may take to remove or overcome any barriers to competition before any subsequent acquisition for the supplies or services required: None 6.
