Description
This requirement is being solicited as a design/build Request for Proposals. Work shall include furnishing all labor, materials, and equipment necessary to design, furnish, & complete installation of a grid interconnected Solar PV system, in conjunction with the project roofing replacements, on the Maintenance Shop and Equipment Shed roofs located at the Meriwether Lewis Site in Hohenwald, Lewis County, Tennessee on the Natchez Trace Parkway. Under the roofing section of the project the Contractor shall furnish all labor, materials, tools, and equipment necessary for the successful execution of the following work: to remove the old asphalt shingles and the black paper down to the decking and install new black felt paper and new shingles; Remove old built-up roofing, dispose of old materials by approved EPA methods, and install new built-up roofing on buildings; Remove existing roof membrane, removing all metal flashing, proper disposal of removed materials, repair of insulating concrete roof deck, and providing a new built-up roofing system using bitumen and fiber glass felts, and new metal flashing; Install mounting hardware for Solar Array Installation within the built-up roofing sections ensuring all associated hardware is flashed and sealed to prevent water intrusion. Under the Solar PV Array section of the project, solar PV panels as specified, Brand Name or Equal, are to be mounted on top of the Maintenance Shop and Equipment Shed roofs located at the Meriwether Lewis Site on the Natchez Trace Parkway. The array shall be installed on the structures specified and suitably sized for the array output required and the given roof area available. The system's photovoltaic array shall provide a peak (DC) power at Standard Test Conditions and in combination of modular panels to produce approximately 82,000 kW annually of electrical power to feed the group of buildings with excess wattage returned back to the utility grid. Estimated number of Solar Module Panels is 315 for the avilable space. All roof membrane penetrations to install the mounting bracket for the solar panels and all associated hardware shall be flashed and sealed to prevent water intrusion. The lightweight system shall function as a solar power plant and shall not exceed 4 lbs/sq ft. It shall be installed to allow proper run off and drainage and avoid snow and ice accumulations, both on the system and supporting roofs. The system shall consist of an array of stationary photovoltaic modules configured for a single line interconnection to the existing electrical meter and grid. The system shall utilize the maximum available space, by mounting all panels on suitable support brackets within the built-up roofing portion of the project to minimize the need for supplementary ballast. The system is to include; electrical terminal and combiner boxes, quick-connect electrical connectors, DC wiring, DC disconnect, an isolation transformer for reconnection to the buildings on site, grid-connected inverter, AC disconnect, and a corresponding data acquisition and monitoring system (DAS). The inverter shall be wired to the electrical system through a single suitable circuit breaker for both roof areas. The system shall be utility grid connected through the single existing return meter sight. The contractor shall coordinate with the local utility company, Meriwether Lewis Electric Cooperative (MLEC), throughout the project to ensure safety and appropriate compliances. Requirements will be as listed on the Bid Schedule and in accordance with the Specifications and Drawings, both will be attached to the solicitation document. This procurement is being conducted under full and open competition procedures under the Small Business Competitiveness Demonstration Program. Contract award is anticipated to occur in April 2010. Work shall be concluded within 210 days, barring excusable delays, of the start date. Magnitude of this project is $250,000 to $500,000. The applicable NAICS code for this project is 237130 with a size standard of $33.5 million. This notice is not the solicitation. The solicitation package will be available on or about March 12, 2010, with original proposals due on or about April 12, 2010 (see solicitation for exact dates). The solicitation will be issued as a Request for Proposals electronically on the Department of Interior's National Business Center (NBC) web site, at http://ideasec.nbc.gov. Paper copies of the solicitation will not be made available. The Standard Form 1442 is available at the website by clicking on the "printer friendly form" link.
