Description
This synopsis is being posted to the Federal Business Opportunities (FBO) website located at http://www.fbo.gov, the Navy Electronic Commerce on Line (NECO) website located at https://www.neco.navy.mil/, and the Naval Surface Warfare Center, Crane Division, Acquisition website located at http://www.crane.navy.mil/acquisition/synopcom.htm. FBO is the primary point of entry to be used when access to synopses and solicitations from the World Wide Web is required. However, the NECO webpage as well as the Naval Surface Warfare Center, Crane Division, Acquisition webpage serve as alternatives if the FBO website is unavailable. Naval Surface Warfare Center (NSWC) Crane Division plans to enter into a Basic Ordering Agreement (BOA) with Northrop Grumman Systems Corporation, ES Defensive Systems Division, 1745A W. Nursery Road, Linthicum heights, MD 21090. The BOA will cover a five-year period for spares, repairs, modifications, upgrades, engineering support, technical support, logistical support, assemblies, sub assemblies, ancillary equipment, system and subsystem integration of the AN/ALQ-218. The AN/ALQ-218 System covered includes the system as a whole, the individual Weapons Replaceable Assemblies (WRAs), the Shop Replaceable Assemblies (SRAs), Support Equipment, Test Equipment and applicable system firmware. Efforts will include Repair/Rework/and Maintenance, Spares and Replenishment, Engineering Support Services, Research and Development, Test and Evaluation, Redesign and Modification and Logistics Support Service as required. Additional detailed guidance will be provided as implemented by specific job orders placed under the BOA. This requirement will be negotiated on a sole-source basis in accordance with the statutory authority 10 U.S.C. 2304(c)(1) as implemented by FAR 6.302-1. The basis for restricting competition is that the U.S Government has invested in excess of $200M into the development, test, and integration of the AN/ALQ-218 into the EA-18G and the majority of this cost and time would have to be duplicated since another vendor would have to repeat all laboratory, ground, and flight testing through full up EA-18G weapons systems performance flight testing to qualify substitute items. The solicitation will be available on or about 11 March 2010 at FedBizOpps located at http://www.fbo.gov and at NECO located at https://www.neco.navy.mil/. No hard copies of the solicitation will be mailed. Responsible sources may submit a capability statement, proposal, or quotation which shall be considered by the agency. It is the responsibility of interested offerors to monitor FedBizOpps and/or NECO for any additional amendments that may be issued. Offers must be submitted in the format specified in the solicitation. Submitting a bid from the NECO website by clicking on "Submit Bid" does not guarantee offers will be received by the proper person in the correct format. It is the responsibility of the offeror to submit offers to the Point of Contact (POC) at NSWC Crane.
