- Statement of Work and Additional Clauses General Area Map Wage Determination - Central Georgia counties Wage Determination - North Georgia counties RECOVERY – Minor Facility Maintenance at Developed Recreation Areas on the Chattahoochee-Oconee National Forests in Georgia. (I) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice and in accordance with the simplified acquisition procedures authorized in FAR Part 13. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This solicitation is expected to result in multiple Indefinite Delivery Indefinite Quantity contracts. (II) This solicitation is issued as a request for quotation (RFQ). Submit written quotes on RFQ Number AG-4419-S-10-0403. The initial tasks are included and will be used for pricing information. These tasks will be awarded along with the Indefinite Delivery Indefinite Quantity Contracts. (III) The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-38. (IV) This solicitation is being issued as a total small business set-aside. The associated NAICS code is 561990 Other Support Services. The small business size standard is $6.5 million. (V) This combined solicitation/synopsis is for purchase of the following commercial item/services: Minor Facility Maintenance at developed recreation sites on the Chattahoochee-Oconee National Forests consisting of maintenance, repair, remodeling, or renovation in recreation areas such as campgrounds, picnic sites, swim sites, trailheads and overlooks. This work shall include items, such as the following: campsite rehabilitation, removing and replacing campsite furnishings/amenities, road and parking area reconditioning, wheel stop installation, culvert maintenance/replacement, trail maintenance, fence repair/replacement, sign replacement, hazard tree removal, barrier rock placement, campground host unit improvements, bulletin board repair/construction, fee station replacement, gate rehabilitation/installation, gravel placement, and other minor facility repair projects. (VI) Detailed description of requirements for the IDIQ contracts is included in attached statement of work. Detailed requirements for each of the initial task orders will be posted to FedBizOpps as separate documents under this solicitation. A pre-proposal meeting is scheduled for March 4, 2010 at 10:00am at the Boggs Creek Recreation Area. Contractors should meet at information board area. Directions are included in the Boggs Creek task order specifications. (VII) Date(s) and place(s) of delivery and acceptance: The base term of each IDIQ contract awarded will be one year from date of award. Option years may be awarded up to a total of five years for each awarded contract. (VIII) FAR 52.212-1, Instructions to Offerors -- Commercial Items (June 2008), applies to this acquisition. In addition to written price quotes on the three (3) tasks included, offerors are instructed to submit (1) a list of similar contracts completed within the last 3 years with a description of the work, location of the work, the contract value, and contact information for reference purposes (2) Number of employees to be used on these projects, (3) List of types of equipment and number of pieces of equipment to be used on these projects, and (4) tasks included in this work that would be subcontracted. (IX) Offers will be evaluated on past performance, technical capability, and the price quoted. Technical capability includes (1) experience in this type work at dispersed rural areas, (2) equipment available for use on this project and (3) amount of work to be subcontracted and quality of subs. For this solicitation, past performance and technical capability are somewhat more important than to price. (X) The offeror must submit a completed copy of the provision at FAR 52.212-3, Offeror Representations and Certifications - Commercial Items (June 2009), with its quote or complete the Representations and Certifications on line at HTTP://ORCA.BPN.GOV (XI) The clause at FAR 52.212-4, Contract Terms and Conditions - Commercial Items (Mar 2009), applies to this acquisition. (XII) The clause at FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders - Commercial Items (June 2009) applies to this acquisition. The following clauses under subparagraph (b) apply: 3, 4, 8i, 19, 21, 20, 22, 23, and 39. (CHECK THESE TO BE SURE THEY APPLY TO YOUR SOLICITATION) The following clauses under subparagraph (c) apply: 1 (XIII) The following clauses are also applicable to this acquisition: This solicitation is issued under the American Recovery and Reinvestment Act and all requirements of the Act apply including the requirement to register and report at www.federalreporting.gov. The appropriate clauses are included under subparagraph (b) above. (XIV) Quotes are required to be received in the contracting office no later than 4:00 PM EST on March 23, 2009. All quotes and proposals must be submitted by hardcopy to the attention of Marcia O’Connor, US Forest Service, 1755 Cleveland Highway, Gainesville GA 30501. Price quotes should be included on the attached schedules for each of the initial task orders. Be sure to include the information requested in (VIII) above with your quote.
