- THIS IS A NOTICE OF INTENT, NOT A REQUEST FOR A PROPOSAL. A SOLICITATION DOCUMENT WILL NOT BE ISSUED AND PROPOSALS WILL NOT BE REQUESTED. The VA Heartland Network 15 has a requirement for Medical and Administrative Record storage and retrieval services for the Harry S. Truman VA Hospital, 800 Hospital Drive, Columbia, MO. The Government intends to negotiate the requirement with Underground Records Management, 2500 North Stadium Blvd., Columbia, MO. Underground Records Management (URM) is uniquely qualified to perform the required services for the following reasons: (1) URM Storage facility is located within Columbia, MO and currently meets all National Archives Records Administration (NARA); in 36 CFR Part 1228 subpart K storage facility requirements; (2) Utilizing URM will constitute minimal disruption to current operations or the availability of records; (3) Records must be available 24 hours/day, including weekends and all holidays. URM has established procedures to handle emergent record requests during off tours, weekends and all holidays with the VAMC, Columbia; and (4) URM has set up processes so that rush or emergent requests are received in less than 4 hours of request to meet the emergent needs of the Medical Center. The North American Industry Classification (NAICS) Code is 518210 and the Size Standard is $25 Million. The acquisition is being conducted under FAR Part 13.5 Test Program; simplified acquisition procedures apply. It is noted that FAR Part 6, Competition Requirement is not applicable to simplified acquisitions. This notice of intent is not a request for competitive proposals. Interested parties are requested to review the above requirements, and submit a statement of interest that must be submitted on or before February 5, 2010, 4:00 p.m. CST. The determination by the Government not to compete the contract based upon responses to this notice is solely with the discretion of the Government.
