Description
THIS PROJECT IS BEING SOLICITED AS AN SMALL BUSINESS COMPETITIVE SET A-SIDE. NOTE: Any prospective offeror interested in obtaining plans and specifications for this solicitation must register on our website at www.fbo.gov. Contractors may view and/or download this solicitation and all amendments from the internet after solicitation issuance. Description of work : Expand and partially reconfigure the US Army Criminal Investigation Laboratory (USACIL) to provide additional administrative and laboratory space for the drug chemistry, latent prints and forensic documents labs; imaging, information management, evidence processing, first aid room, consultant/intelligence, janitorial and facility management. Provide additional support spaces to include latrines, mechanical, electrical and data equipment rooms. Provide energy monitoring and control system (EMCS) connection, installation of Intrusion Detection System (IDS) and building information systems. Install a mass notification system, fire protection system (sprinkler system). Supporting facilities include water, sewer and gas services; storm drainage; paving and sidewalks; site improvements and landscaping; information systems; and antiterrorism measures. Remove pavement, curb and gutter and selected utilities. Heat via connections with the existing hot water boiler and cool via new air-cooled chillers. Accessibility for individuals with disability will be provided. Anti-terrorism measures include laminated and door glass and use of a curb type barrier system on the exterior. Comprehensive interior and furnishings related design services are required. Sustainable Design and Development (SDD) and Energy Policy Act of 2005 (EPAct05) features will be included. Air Conditioning (Estimated 60 Tons). The period of performance is 365 calendar days. Options may be included in the contract. T his procurement will be procured using a best value Performance Price Trade-Off Request for Proposals (RFP), in accordance with Federal Acquisition Regulation (FAR) Part 15.101-1. The resultant contract will be Firm Fixed Price. Offerors are required to submit a price and technical proposal. Each proposal shall contain the offerors best technical proposal and best price. Price will not be scored, but will be factor in establishing the competitive range prior to discussions (if held) and in making the final best value determination for award. PRICE is equal in importance to ALL TECHNICAL FACTORS when combined. Offerors are reminded to carefully review solicitation documents once issued, to include all evaluation criteria, as criteria as stated in the solicitation shall govern. The estimated magnitude of this Project is between $5,000,000.00 and $10,000,000.00. This solicitation will be issued in electronic format only and will be available on or about 16 March 2010 on the Internet at www.fbo.gov. Notification of amendments will be through use of the internet. No additional media (CD-ROM, floppy disks, faxes, etc.) will be provided.
