- The US Army Corps of Engineers Army Geospatial Center (AGC) has a requirement for Systems Engineering and Technical Assistance (SETA) in support of the Army Space Program Office (ASPO). The anticipated North American Industry Classification Systems Codes (NAICS) for this requirement is 541611. The business size standard is $7.0M. Your response should identify your business size (large or small) in relation to this NAICS code. The Request for Proposal (RFP) will be unclassified. However, due to the classified nature of the work, the contractor staff must have a current Top Secret/Sensitive Compartmented Information (TS/SCI) clearance with additional accesses based on a Single Scope Background Investigation (SSBI)s TS/SCI. ALL KEY PERSONNEL SHALL POSSESS TS/SCI CLEARANCES AT CONTRACT AWARD. The remaining personnel must possess TS/SCI clearances and be available within 30 calendar days after contract performance begins. Facility clearance is required. Storage Clearance of at least SCI level is required. The contractor shall travel to both military and non-military locations, both in CONUS and OCONUS. The contractor could potentially be required to deploy in support of a crisis or actual military operation. Performance will take place at: Continental United States (CONUS) locations. Primary location is the Army Space Program Office (ASPO) in Alexandria, VA. Approximately 80% of work force will work at ASPO. The remaining 20% of the work force will be at various Commercial, Government, and Agency facilities in the greater Washington DC area or liaison positions within CONUS. The SETA support consists of analysts, engineers, educators, and trainers, with a thorough level of knowledge and experience in intelligence and operations of tactical and national space and Signals Intelligence (SIGINT), Imagery Intelligence (IMINT), Measurements and Signatures Intelligence (MASINT) systems. This work force needs to be fluent in both national and tactical systems to include architectures, constellations, dissemination systems, and current exploitation systems. In addition, the work force needs to be fluent with the federal acquisition process and national space community infrastructure. The SETA staff provides operation support in the areas of resource management, management information systems, graphics design, administrative and program management. This procurement will: a) Support Plans and Integration Division in: the development and implementation of Concept of Operation refinements; execution of Mission Rehearsal Exercises (MRX); evaluation and integration of National/Theater/Service technologies; transition of emerging technologies. b) Support Integrated Logistics Support Division in; Fielding, Training, Maintenance, and De-fielding of ASPO developed systems. c) Support ASPO Leadership and Business Management office with functions to include; strategic planning, Program Objective Memorandum (POM) preparation, budget execution and status tracking. The requirement will be competed using full and open procedures. A Firm Fixed Price (FFP) C type of contract consisting of twelve (12) months with four option years is anticipated. The request for Proposal (RFP) release date is anticipated to be on or about 11 March 2010. The solicitation will be available on the http:/fedbizopps.gov/ web site for download.
