- Solicitation Number: 2010-Q-11999 Notice Type: Synopsis Synopsis: THIS NOTICE IS PROVIDED FOR INFORMATIONAL PURPOSES ONLY UNDER THE AMERICAN RECOVERY AND REINVESTMENT ACT (ARRA) PROGRAM. The Centers for Disease Control and Prevention (CDC), National Center For Chronic Disease Prevention and Health Promotion (NCCDPHP), Division of Adult and Community Health (DACH), Office of the Director- American Recovery and Reinvestment Act (ARRA) Unit, intend to issue a limited source competition under GSA MOBIS SIN 874-1 for the customization of an existing system dynamic methodology used to create the Prevention Impacts Simulation Model (PRISM) and to be further used to forecast the impact of policy, systems, and environmental changes in approximately 43 communities funded under the ARRA Communities Putting Prevention to Work (CPPW) initiative. The eligible sources are: 1) Research Triangle Institute (RTI), Research Triangle, NC; 2) Macro International, Inc., Beltsville, MD The limited source competition for this procurement is based on specialized capability, capacity and detailed knowledge of how the PRISM model operates, how the variables are inter-related, and how to make adjustments to the model without compromising system integrity. Due to the distinctive requirements and specialized knowledge, the services contemplated for this acquisition cannot be purchased through utilizing alternative mechanisms. The objective of this procurement is to have a working model that will be used to help communities and the CDC forecast the projected impact of community efforts on long-term risk behaviors for chronic diseases and health outcomes that are expected to occur as a result of policy, systems, and environmental changes. This model will build on the existing PRISM model. Work to be carried out under this award will accomplish the following objectives: 1) Compile, from existing sources, necessary demographic information from each ARRA-CPPW funded community in order to refine the existing Prevention Impacts Simulation Model (PRISM); 2) Develop customized versions of the core PRISM model that better reflect the situation in specific funded communities or like communities; 3) Create computer simulations to demonstrate the future trajectories for forecasts of community health impact on chronic diseases at specific time intervals during the period of performance; and 4) Interact with each funded CPPW community to provide assistance in interpretation of model findings and use of model findings and reports. This is not a request for competitive proposals, nor is a solicitation available. The Statement of Work will be issued to the selected vendors in accordance with FAR 8.405-6 ordering procedures.
