- Description
- The Social Security Administration (SSA) administers the Supplemental Security Income (SSI) program which was created by Congress to provide income assistance for the aged, blind, or disabled whose income and resources are below specified levels. Countable resources, including those from financial accounts, must be under $2,000 for an individual and $3,000 for a couple. Currently, there are over 7.5 million SSI beneficiaries on the rolls, and approximately 2 million individuals apply for SSI each year. In addition, each year SSA conducts approximately 2.5 million periodic redeterminations of SSI eligibility. During both initial SSI claims determinations and SSI redeterminations, SSA must obtain verification of financial institution (FI) account balances to determine that resources remain under the specified level(s). Examples of information obtained are titling, balance, and related information on all types of accounts and certificates held by an SSI applicant, recipient, or deemor. The purpose of this contract is to convert to electronic media the information exchange that now occurs between SSA and Financial Institutions (FIs); to obtain the necessary information for SSA to verify the account balances and interest income revealed by the applicant, recipient, or deemor; and to automate the process whereby FIs are reimbursed for the cost of account verifications and to do these activities on a nationwide basis. Additionally, the contractor must provide: ongoing maintenance; technical support and system documentation; refinements to the system; training of SSA staff on the operation of the system; and, the development of management information and reports. The Social Security Administration intends to award a Fixed Price contract from the resulting RFP. All submissions are due by March 23, 2010.
