Description
Field Training and Evaluation Program This is a combined synopsis/solicitation 100% set-aside for small businesses for the purchase of commercial items prepared in accordance with the format in FAR Part 12.6, associated references as it pertains to FAR Part 13.5 and as supplemented with additional information included in this notice. This announcement constitutes the only solicitation that will be available for this requirement. Quotations are being requested and a written solicitation will not be issued. All responsible small business sources may submit a quotation. The solicitation is issued as a Request for Quotation (RFQ), reference number HSHQEH-10-Q-00008. The Federal Protective Service (FPS) is the security and law enforcement component of the Department of Homeland Security (DHS), National Protection and Programs Directorate (NPPD). FPS focuses on reducing vulnerability of federal facilities to criminal and terrorist threats, while ensuring that the facilities are safe and secure for employees and visitors. The contractor will provide 40 hours of classroom instruction for approximately 30 current FPS personnel per session, to prepare those FPS personnel to serve in the roles of Field Training Inspector and Field Training Agent utilizing the San Jose Model FTEP. At a minimum, the 40 hours of instruction will consist of training in the following core areas: • Overview and structure of the Field Training and Evaluation Program • Role and responsibilities of the Field Training Inspector/Field Training Agent • Developing and mentoring new employees • Adult learning techniques/methods of instruction • Evaluating performance • Performance documentation • Remedial training strategies • Use of Standard Evaluation Guidelines • Scenario based training The North American Industrial Classification System (NAICS) code for this effort is 611430- Professional Management Development Training, with a size standard of $6.5 million. Contractors shall submit quotes based on both Capability and Price after review of the following attachments: 1.) SF 18 2.) SOW 3.) Clauses/Provisions To demonstrate capability contractors shall submit a maximum of a three page qualification statement that demonstrates expertise in the area of the San Jose Model and a representation of a minimum of five years experience teaching said course material. Contractor must also provide the names of three references including contact information that can attest to past training provided by contractor. Contractor shall also submit price quote for each line item listed on SF18 attached herein. The Government will evaluate proposals in accordance with the following evaluation criteria. The evaluation criteria are listed in descending order of importance with: Criteria A - Qualification Statement being more important than; Criteria B - Past Performance being more important than; Criteria C - Price. When combined, Criteria A and B are significantly more important than Criteria C - Price. FPS is seeking to make a best value decision when considering all factors. Quotations are due no later than 3/12/2010 at 1:00 pm. Submissions shall be made via e-mail to bryan.haring@dhs.gov. Failure to submit a response by the time and date established may result in the quote not being considered. FPS reserves the right to consider quotes received after submission deadline at its discretion. Due to e-mail and server limitations, please limit the size of each e-mail to no more than 8MB. By submitting quotations, contractors agree to comply with all terms and conditions as set forth in this RFQ, to include SOW and Clauses/Provisions.
