- NAICS Code: 813920 This RFQ is intended to replace RFQ-DC-10-00083, which can be found at: https://www.fbo.gov/index?s=opportunity&mode=form&id=f6210f9f18a4831b62d15571f334fb3a&tab=core&_cview=1. The government initially issued RFQ-DC-10-00083 as a total small business set-aside; however,after the due date for receipt of quotes, no acceptable response was received from responsible small business concerns. In accordance with FAR 19.502-2, the total small business set-aside is being withdrawn and the RFQ is reissued under full and open competition. All other requirements included in the original RFQ remain unchanged and can be found at http://www.epa.gov/oamhpod1/oppts_grp/1000083/index.htm. Quotes are due on Wednesday, March 10, 2010 by 2:00 pm. The new RFQ-10-DC-00101 is as follows, to include the changes made to full and open competition and proposal due date: This is an announcement of a Request for Quotes (RFQ) number RFQ-DC-10-00101 for commercial items prepared in accordance with FAR 13.106. This announcement constitutes the solicitation and quotes are being requested. The United States Environmental Protection Agency (US EPA) is seeking a vendor to provide laboratory service support for the ISO/IEC 17025 standard accreditation of all three Office of Pesticide Programs Laboratories, in compliance with EPA laboratory policy. The North American Industry Classification System (NAICS) code is 813920. This requirement will be solicited under full and open competition. The anticipated contract type will be firm fixed price. Vendors shall submit a firm fixed price quote in response to the RFQ. EPA intends to make award under this RFQ no later than March 31, 2010. The following provisions and clauses apply to this acquisition: 52.212-1, Instructions to Offerors-Commercial Items; 52.212-3, Offeror Representations and Certifications-Commercial Items; 52.212-4, Contract Terms and Conditions-Commercial Items; and 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items, applies to this solicitation. Specifically, the following clauses cited are applicable to this solicitation: FAR 52.222-3, FAR 52.222-19, FAR 52.222-21, FAR 52.222-26, FAR 52.222-35, FAR 52.222-36, FAR 52.222-37, FAR 52.222-39, FAR 52.232-33, FAR 52.222-41 and FAR 52.222-42. Interested parties may submit their ORCA information (http://orca.bpn.gov) in lieu of the representations and certifications requested above. Evaluation Factors: Quotes submitted in response to this RFQ will be evaluated on a lowest evaluated price/technically acceptable basis. The evaluation factors are provided at the link listed in the last paragraph of this notice. In order to receive award under this RFQ, vendors must be registered in the Central Contractor Registration database located at https://www.bpn.gov/ccr/default.aspx. Registration usually requires 24-48 hours to complete. The Performance Work Statement and Evaluation Factors may be accessed at http://www.epa.gov/oamhpod1/oppts_grp/1000083/index.htm.
