Description
Statement of Work The U.S. Department of Commerce, National Oceanic and Atmospheric Administration (NOAA), National Marine Fisheries Service (NMFS), Office of Habitat Conservation (OHC) intends to negotiate on a sole source basis with the Environmental Law Institute, to provide an assessment of national cooperative wetland activities as reflected by nominations to the 2011 ELI National Wetland Award Program. ELI will assess the nominations for each award category to identify regional interest (i.e., number per region/award type)(e.g., coastal NE, coastal SE and Caribbean, coastal SW, coastal NW, coastal Alaska, Pacific Islands, Great Lakes, Mississippi/Ohio River drainage, inland, multi-regional, and national), habitat types involved, and degree of federal involvement, degree of state and local involvement, degree of involvement with NGO's and degree of involvement with institutions of higher education (2- and 4-year colleges, or graduate). The analysis should be tailored to the award category, as appropriate. Information may be provided in tabular form for each award type. The statutory authority for other than full and open competition is 41 USC 253(c)(1) as implemented by FAR 6.302-1, Only one responsible source. FAR Clause 52.217-8, Option to Extend Service, FAR 52.217-9, Option to Extend the Term of the Contract. The North American Industry Classification Code (NAICS) for this acquisition is 813312 with a business size standard of $7.0M. This is not a solicitation for competitive quotes. However, if any other interested party believes that it can meet the requirements, it may submit a statement of capabilities, which if timely received, will be considered by NOAA. The capability statement and any other information furnished must be in writing, and must contain material in sufficient detail to allow NOAA to determine if the party can meet all of the foregoing requirements. Responses must also be accompanied by descriptive literature, warranties, and/or other information that demonstrates that the quote meets all of the foregoing requirements. Capability statements and related materials must be e-mailed to Gina.E.Lee@noaa.gov or faxed to (301) 713-0808 by March 4, 2010. Award will be made using FAR 13, Simplified acquisition procedures, current through FAC 2005-38. The determination to compete or not compete the proposed contract based upon responses to this notice is solely within the discretion of the Government. The information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. Reference NFFKHC20-10-04334 on this action.
