Description
This is an amendment of the notice posted on 02/16/2010. The purpose of this amendment is to make available the statement of work applicable to this A&E effort. The statement of work follows: R/V STICKLEBACK STATEMENT OF WORK I.GENERAL INFORMATION A.Introduction. This SOW concerns the architectural design of refitting and the actual refit of the R/V STICKLEBACK, a former US Coast Guard Patrol/Rescue boat, as a Fisheries Research Vessel capable of trawling, gillnetting, overboard instrument sampling and hydroacoustic sampling. This design will be used to bid the project to contractors for the actual refit.B.Background. STICKLEBACK, formerly USCG 41309, was acquired in 2002 from the US Coast Guard. Deck equipment has already been installed, including a trawl net reel, roller, winches, gallows, gillnet lifter, instrument winch and sorting table. The existing Cummins 903 engines, designed for speed, are fuel inefficient and are at the end of their service life. They are also very large, making installation of hydraulic system and ship's service electrical system impossible in the engine compartment. These engines should be replaced with smaller, more fuel efficient engines that will leave space in the engine compartment for the hydraulic system and a ship's service electrical generator. Stability calculations will also need to be done to ensure proper stability with the new mechanical equipment.C.Definitions: i.Hydraulic System: Hydraulics package, including pump, reservoir, piping, etc, to power the installed fishing equipment, driven by either an electrical motor or PTO from generator.ii.PTO: Power Take Off - Method of driving hydraulic pump by mechanical connection to an engine.iii.Ship's Service Electrical System: Provides 120VAC electricity for hydraulics, various equipment, lights, computers, etc. II.WORK REQUIREMENTS A.Technical Requirements - In consultation with LSBS personnel the contractor will develop an acceptable/appropriate architectural design that will include the following:B.Determine type/brand/model engines to be installedI.Design facilitation of installationII.Determine hydraulic system to be installedIII.Determine generator to be installedIV.Design facilitation of installation of hydraulics and generatorV.Design lake water wash down system with sufficient flow and pressure to be determined with consultation with LSBS personnelVI.Design navigation lights to show Restricted ManeuverabilityVII.Design canopy system for deck fish processing areaVIII.Design hoist system for A frameIX.Design a sonar tube deployment system for hydro-acoustic and searchlight sonar equipmentX.Calculate stability dataXI.Arrange for and provide for installation of all itemsC.Performance Goals (requirements):I.Transit cruising speed of 18-20 knotsII.Trawling speed to be determined with consultation between LSBS personnel and ship architect/marine engineerIII.Electrical Capacity to drive hydraulics, ship's service including ROV (120V 650-1000W), 3 personal computers, refrigerator, microwave, other small appliancesD.DeliverablesI.A comprehensive design package that will be presented for bid by refit contractorsII.Delivery date: TBD III.SUPPORTING INFORMATION A.Place of Performance: Contractor's Choice. STICKLEBACK is located at the Washburn, WI Marina and is available for inspection. The Marina requires a $1,000,000 insurance bond if work is done on their premises. If the contractor opts to do the work elsewhere, the contractor is responsible for transporting STICKLEBACK to that location and back to Washburn.
