- NAICS Code: 541620 The United States Environmental Protection Agency (USEPA), Office of Acquisition Management, intends to award a sole source purchase order to Stratus Consulting, Inc for their continued support with the Southeast Adaptation Project. A workshop was held in Atlanta, where over 200 participants representing, federal, state, and local government, nonprofits, universities, and the private sector were in attendance. Based upon the success of the workshop, background papers, and input from participants, USEPA intends to modify the existing purchase order to ensure continued success of the workshop. Stratus Consulting is the vendor of choice for several reasons. This modification to the purchase order is a one-time limited expansion of Task 5: Final Report of the project to more fully build upon and leverage the results of Tasks 1 through 4. Were another vendor to take over, a significant loss of continuity and progress would occur. A loss of the institutional knowledge from Stratus Consulting, whom executed Tasks 1 through 4 and a portion of Task 5 of the project would also occur. The final report, not to mention the bulk of the project would inevitably suffer; therefore, this additional work should be awarded on a sole-source basis as a logical and efficient way to provide this support. Based upon these criteria, it is determination that the selection of Stratus Consulting for this modification would be in the best interest of the Government. Request two-part modification: 1) Change to Task 5. In order to maximize the quality and utility of the two background papers prepared under Tasks 1 and 2 of this purchase order, and based upon the extensive discussions at the workshop, the contractor shall incorporate post-workshop comments on the background papers from all interested workshop participants into the final project report under Task 5. Additionally, the contractor will expand the scope of the final project report to include both the modified background papers as well as an extensive (minimum of 30 pages) write-up of the workshop, with major focus on the adaptation planning issues and solutions to those issues identified by the workshop participants. 2) Additionally, the period of performance will be extended to September 30, 2010. As stated above, USEPA intends to award this procurement on a sole source basis. Nevertheless, if any firm feels they are capable of performing this work, please submit evidence of such capability within 15 days of this posting.
