- THIS IS A SOURCES SOUGHT FOR MARKET RESEARCH PURPOSES ONLY. The Fort Hood Directorate of Contracting, Fort Hood, TX is in the process of determining the acquisition strategy for Heating Ventilation and Air Conditioning (HVAC) Chemical Water Treatment Services on Fort Hood, TX. This is a request for information (RFI) and not a formal solicitation. Any formal solicitation will be announced separately at a later time. Information provided to the Government as a result of this posting is strictly voluntary and given with no expectation of compensation, and clearly provided at no cost to the Government. Contact with Government personnel, other than the Contract Specialist or Contracting Officer, by potential offeror's or their employees regarding this requirement is strictly prohibited. The purpose of posting this RFI is to locate a capable contractor that is interested in performing a non-personal service contract that provides HVAC Chemical Water Treatment services throughout Fort Hood, TX (this includes the main cantonment, west Fort Hood and north Fort Hood). The contractor shall provide personnel, management, equipment, tools, parts, supplies, transportation and any other items or services not government furnished necessary to perform HVAC Chemical Water Treatment Services. Services include, but are not limited to: "Performing chemical water treatment and analysis of cooling water systems. "Performing chemical water treatment and analysis of steam boilers. "Performing chemical water treatment and analysis of closed hot water and chilled water loops. "Performing chemical water treatment and analysis of water softeners. "Performing descaling of scaled or fouled systems. "Providing and maintaining chemical treatment systems and equipment. "Performing material handling. "Preparing, submitting, and following CTS Checklists. "Preparing, submitting, and following CTS Schedules. "Conducting joint inspections with the government. "Compiling and submitting records and reports associated with CTS. "Quarterly analysis and annual treatment of 326 Boiler Water Loops "Quarterly analysis and annual treatment of 133 Chiller Water Loops "Weekly analysis and weekly treatment of 11 Boiler Water Softeners "Twice weekly analysis and twice weekly treatment of 13 Boiler Condensate Return Loops "Twice weekly analysis and twice weekly treatment of 26 Boiler Water Loops "Twice weekly analysis and twice weekly treatment of 42 Cooling Towers "Weekly analysis and weekly treatment of 26 Steam Boilers "Weekly analysis and weekly treatment of 326 Hot Water Boilers The Government anticipates a base period of performance of one year plus four one year options. The U.S. Army is interested in determining if sufficient and qualified small businesses are available and interested in providing the contemplated service. The Army reserves the right to set-aside this entire acquisition for small business; however, we invite both large and small businesses to address the questions below. The North American Industry Classification System (NAICS) for this requirement is 238220, Plumbing, Heating, and Air-Conditioning Contractors. To support the set-aside decision, it is particularly important that potential small business concerns provide industry comments as follows: (1) If you are a Small Business that performs on contracts under NAICS 238220 and plan on participating in the competition of this acquisition, please provide information relative to past performance and/or experience similar to HVAC and Chemical Water Treatment Services (capability statement). Information should be sufficient to support your capability to perform these requirements and should include detailed references (contract number, dollar value, scope of services and point of contact with their telephone numbers and whether it was a Government or a Commercial type contract); (2) state your business size and approximate annual gross revenue; (3) list your specific small business category (if applicable) for your company whether (a) HUBZone Small Business; (b) Small Disadvantaged Business; (c) 8(a) Firm; (d) Women-owned Small Business; (e) Service-Disabled Veteran-Owned Small Business; (f) Veteran-Owned Small Business; and (g) other (explain); (4) provide your company's name, CAGE code, DUNS, Tax ID Number (TIN), address, point of contact, telephone number, and e-mail address; (5) provide suggestions to maximize the effectiveness of the anticipated solicitation and resulting contract in providing quality services to Fort Hood, TX. All responses must be provided no later than 4:00 CST, 12 Mar, 2010.
