- PRE-SOLICITATION NOTICE - The VA National Acquisition Center will issue Request for Proposals for VA-797-10-RP 0006 for Home Telehealth Devices and Services for the department of Veterans Affairs. The VA has approximately 38,000 patients enrolled in the Home Telemedicine program and are anticipating an additional 32,000 patients by the year 2011. Award will be made to approximately six-contractors for a contracting period of one base year plus for one year options. This is a best value procurement, meaning, though pricing is always a major consideration, the VA is willing to pay a higher price for a technically superior product, but will always evaluate price reasonableness. Below are the specifications for the items being procured. SCHEDULE OF SUPPLIES The Department of Veterans Affairs (VA) may make up to six separate awards. VA infrastructure is limited to six vendors to be located behind the firewall and thus VA may not make any more than six vendor awards on the combination of these items. Depending on the offeror's capability, a single offeror could be awarded multiple line items. Thus, for any one line item there is no guarantee of how many awards will be made. The home messaging and measurement device, described below as the "Hub" Device is considered one of the required items in this Resolicitation document and includes line items 1 - 1.3 below. Line item 11 is also required when any of the other line items are offered. Line items 1.4 through 10 are considered modular optional additions to Line items 1 -1.3, the Hub device. These options offer additional Home Telehealth solutions that serve as supplemental features to the Hub device. Not all line items must be offered (except for 1-1.3, and 11 as stated above) to be considered for award. Line item 6 is considered a separate option from the required line items 1 -1.3 and may be offered and awarded (must include required line item 11) independently from other line items or in conjunction with other offered line items. The following Schedule of Supplies defines the eleven distinct items that define this procurement. The items are (1) the "Hub" Device, (2) the digital image capture solution for the "Hub" device, (3) messaging/measurement/video telemonitoring solution, (4) the digital image capture solution messaging/measurement/video telemonitoring solution, (5) the digital image capture solution software for the "Hub" device, (6) Interactive Voice Response (IVR) software, (7) General Services Fee associated with messaging, video and/or IVR. 8) Optional additional monthly service fee associated with the management of digital images 9) Optional additional monthly service fee associated with data exchange provided via cellular connectivity. 10) Optional additional monthly service fee associated with data exchange provided via satellite connectivity 11) Training. Items (1) and (11) must be offered together if Item 1 is offered; all other items are optional. Some items have a list of sub-items. If an item is offered, selected sub-items may also be mandatory; the "Mandatory" column indicates whether the sub-item is mandatory. The device as an all-encompassing solution or separate devices that enable purchase of the required components as separate modular options that vendors may offer in an effort to provide value and benefit in a total comprehensive package will be considered during the evaluation process. A. Items (1) and (11) must be offered together in order to be considered for the award along with all mandatory sub-items of items for (1) and (11). B. All IT, data and server requirements are mandatory for all line items, as further outlined and described in the Section 4.0 and Attachments A, B, C of the Specifications C. Connectivity utilizing Plain Old Telephone Services (POTS) based telecommunication is the minimum requirement for the in home messaging and measurement or Hub Device, Line item 1 and for interactive voice response, line item 6. D. Connectivity utilizing Internet Protocol (IP) via broadband telecommunication link is the minimum requirement for the video component of the optional messaging/measurement/video telemonitoring solution, line item 3. VA may wish to explore in the future whether IP video will be provided as part of cellular and satellite connectivity offering used to transmit data. E. Optional Cellular based Telecommunication is a desirable supplementary solution for connectivity of the home messaging and measuring or Hub device and/or Interactive Voice Response, line item 6.
