Description
The Office of Substance Abuse and Mental Health Service Administration (SAMHSA), Center for Substance Abuse Treatment (CSAT), Division of Pharmacologic Therapies, through the Program Support Center, Division of Acquisitions Managements, intends to award a sole source contract using simplified acquisition procedures to National Council on Patient Information and Education (NCPIE), 4915 Saint Elmo Ave., Suite 505, Bethesda, MD 20814-6082. This project is designed to support clinical practice in opioid treatment programs (OTPs). Specifically, the contractor shall address the issue of opioid overdose. The contractor shall develop a comprehensive toolkit for OTP staff and patients addressing opioid overdose. The toolkit will subsequently be distributed to OTPs and state opioid treatment authorities. Important themes that shall be covered include but are not limited to: how to educate patients about overdose, risk factors for overdose, signs and symptoms of overdose, and how to respond in case of suspected personal or witnessed overdose, including methods of basic life support (CPR) and administration of naloxone. The target audience for this educational and training program is OTP staff and OTP patients as well as their caregivers and families. The purpose of this purchase order is to develop a comprehensive opioid overdose prevention toolkit to increase knowledge about, recognition of, and improve management of opioid overdose among OTPs and their patients. The U.S. Department of Health and Human Services (DHHS), House Committee on Appropriations requested in its (FY) 2006 committee report that SAMHSA develop a report on the recruitment, retention and skill development needs of substance abuse treatment professionals. This project will support skill development among the existing OTP workforce, which is a key element of workforce development. For all SAMHSA/CSAT activities and events, special consideration and emphasis are required in the coordination of the community-based events to promote the interests of special emphasis groups and minorities. These groups include African American, Asian, American Indians/Alaskan Natives, Latino, Native Hawaiian and Other Pacific Islander, older Americans, adolescents and youth, medication-assisted therapy patients and the disabled community. The specific goal of this purchase order is to develop an overdose prevention toolkit for OTP staff and patients. The contractor shall develop a toolkit with target audience appropriate elements targeting OTP staff, elements targeting OTP patients, and elements targeting OTP patients’ family and caregivers. Task 1 The contractor shall conduct a meeting of approximately fifteen (15) stakeholders for input into content development for the toolkit. These stakeholders would include, but are not limited to approximately ten (10) representatives from academia, professional organizations, medical and substance abuse prevention and treatment organizations, OTP programs and their patients and staff, public health organizations, injury prevention, advocacy organizations, state substance abuse agencies and local entities with existing overdose prevention programs. Approximately five (5) representatives of Federal agencies, e.g., CDC, FDA, SAMHSA, HRSA and ONDCP will be invited. The GPO will approve the invitees. Task 2 The contractor shall collaborate with other partners and stakeholders especially representatives from the OTP community (staff and patients) during the planning period to enhance the development of the toolkit, and ensure that the materials developed and their content are appropriate and ideal for their target audience. Task 3 The contractor shall develop a comprehensive overdose prevention toolkit addressing the specific aims described above, utilizing various media (may include but is not limited to: informational booklet, posters, CD-ROM or other audiovisual material, pocket cards, quick guides, and other media as deemed appropriate) Task 4 The contractor shall submit five (5) copies each of the completed overdose prevention toolkits as well as electronic files for each element of the toolkits where indicated. Task 5 The contractor shall support the development of an overdose workshop to be presented at the 2010 American Association for the Treatment of Opioid Dependence, including producing course materials and arranging travel for two workshop faculty. The proposed simplified acquisition is for services for which the Government intends to solicit and negotiate with only one source. Interested persons may identify their interest by responding to the requirement within 10 days after the date of publication of this notice. A determination by the government not to compete this proposed simplified acquisition based upon responses to this notice is solely within the discretion of the government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
