- General Notice: The purpose of this notice is a Sources Sought Notice and is for information purposes only. THIS IS NOT A REQUEST FOR PROPOSALS, QUOTATIONS OR BIDS. The U. S. Army Corps of Engineers, Baltimore District, request capability statements from 8(a), Service Disabled Veteran Owned Business and HUBZone business concerning the potential project described below. Responses to this sources sought announcement will be used by the Government to make appropriate acquisition decisions. NO SOLICITATION IS CURRENTLY AVAILABLE. General Information: Responses are to be sent via email to carol.a.williams@usace.army.mil or hard copy to U.S. Army Corps of Engineers, PO Box 1715, Room 7000, Baltimore MD 21203-1715 no later than 3:00 p.m. Eastern standard time 12 March 2010. Project Description: This project is a stream restoration and fish passage improvement of a portion of the Paint Branch which drains into the Anacostia River. Specifically, approximately 5000 feet, running downstream from the Route 193 Bridge crossing Paint Branch to the upstream face of the existing Route 1 Bridge Crossing of the Paint Branch, located in Prince George County, College Branch. The goal of this project is to create a stable stream condition under the given flow and sediment regime and provide habitat for resident and migratory aquatic resources, with minimal armor or maintenance. This effort will focus on on minimizing stream bed and bank erosion in order to maximize in and near-stream stability. In-stream structures, such as rock and/or timer vanes J-hooks, and modified root wads may be used in construction. The work shall be completed within 182 calendar days from receipt of notice to proceed. This is a construction only project. Interested 8(a), SDVO and HUBZone certified firms with single bonding capacity to support this project (between $1,000,000 and $5,000,000) should submit a concise narrative and specific projects examples of similar size and scope that demonstrate their experience in stream restoration, stabilization, and enhancement. Experience should include: "Working in an urban, high user, park setting "Forest protection and reforestation/forest planting "Permit compliance "Utility company Coordination "Control of sediment during in-stream construction activities "Removal of invasive species "Availability of proper equipment (must have rubber tracks) Capability statements should include the following information: details of similar projects, dates of construction, project references (including owner with phone number and email address), and project cost. Additionally, provide evidence of bonding for single project and aggregate. Narratives shall be no longer than ten pages. Email responses are preferred. Comments will be shared with the Government and the project design team, but otherwise will be held in strict confidence. Comments may be in any format, but must include the offerors name, phone number, and email address.
