- Attachment 4 Brand Name Justification Attachment 3 Contractor Reporting Template Attachment 2 DD250 Attachment 1 BPA Pricing Table Combined Synopsis/Solicitation DHS Department-wide/Component-wide Notice Type: Combined Synopsis/Solicitation Synopsis: Combined Synopsis/Solicitation This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. The solicitation is issued as a request for quote. This is a 100% Small Business Set-Aside Competition with a North American Industrial Classification Systems (NAICS) OF 311111-Dog and Cat Food Manufacturing. The associated North American Industry Classification System (NAICS) Code 311111 has a Small Business Size Standard of 500 employees and shall remain open for responsible sources to respond. Contractors are required to identify their company's business size. TSA intends to establish multiple BPAs to fulfill this requirement; however, the Government reserves the right to not award any BPA and does not guarantee any order placements. The resultant Blanket Purchase Agreement (BPA) award(s) will be three (3) years in duration with an aggregate total not to exceed ceiling amount of $4,000,000.00 amongst the BPAs. The fixed price per unit will be determined based on a breakdown of all costs and delivery to various CONUS and OCONUS locations. The Government anticipates award of BPAs within 60 days of receipt of quotes. The Government is obligated only to the extent of the authorized purchases made under the BPA.
