- This is a pre-solicitation notice. The Federal Bureau of Prisons (BOP) anticipates award of a Firm-Fixed Price contract. The BOP is seeking interested and qualified vendors to solicit for an award of a Firm-Fixed Price Contract to derate three(3) Cleaver Brooks FLX 200-500-260 HW boilers located at the newly constructed Federal Correctional Institution (FCI) Mendota, CA. The commercial services requirements shall be provided in a manner consistent with the services noted in the Statement of Work (SOW) and include certified source testing to meet requirements by the SJVAD. An awardee, from a resultant contract, will provide all equipment, materials and labor necessary to derate three(3) boilers to 5MMBTU per manufacturers specifications. Re-tune boilers to meet APCD Rule 4307 - 15 ppm Nox/150ppm CO. Inspect and test controls and limits, check flame safeguard control. Check all linkages, belts, pumps, oil valves, gas valves, and vents. Check operation and adjust all boiler operating, limit pressure controls, and running interlocks. Check low water controls on hot water close systems and feed water pump controls. Check burner and check pilot and main flame ignition. Each boiler burner to be checked and calibrated for optimum air/ fuel mixture for each fuel and firing to be fine tuned and adjusted to its maximum efficiency level. Complete all monitoring and record at firing rates of 20%, 50%, 75%, and 100% of boiler / burner capacity. Upon completion of full testing a engineers report will be turned over to the FBOP for review. Submit source test in compliance with SJVAPCD C-7108-1-1 rule 4307, protocol to the San Joaquin Valley Air Pollution Control District for approval that one boiler can be used to certify other two existing identical units. The period of performance for any contract awarded as a result of this solicitation shall be from date of award through 30 Calendar Days. The North American Industrial Classification System (NAICS) Code is 811310. The following evaluation factors will be used in evaluating proposals, which are listed in descending order of importance, past performance, technical, and price. All responsible sources may submit an offer which shall be considered by the Agency. Participation by small, small-disadvantaged, HUBZone small businesses, woman-owned small businesses, veteran-owned businesses, and service disabled veteran-owned small businesses is encouraged. This notice is not a solicitation or request for offers. Interested offerors may request and obtain a Request for Quotation (FRQ) distributed solely through the General Services Administration's Federal Business Opportunities web site http://www.fedbizopps.gov. Hard copies of this solicitation will not be available. The web site provides downloading instructions. All future information regarding this acquisition, including solicitation amendments, will also be distributed solely through this web site.
