Description
The Communications and Electronics Research, Development and Engineering Center (CERDEC) Night Vision and Electronic Sensors Directorate (NVESD), is soliciting proposals to provide support of rapid response requests for numerous potential technologies and specific programs to include spiral development improvements that have extremely specific requirements and require high level of expertise. Solicitation Number W15P7T-10-R-A801 will be issued for Multiple Award Indefinite Delivery Quantity (IDIQ) contracts for Quick Reaction Engineering for Warfighter Sensing (QREWS) for engineering support, Technology Assistance, test and evaluation support to the Night Vision and Electronic Sensor Directorate (NVESD). This is a 100% Total Set Aside for Small Businesses (NAICS Code 541712, size standard of 500 employees) and offers will be considered from all responsive and responsible small business concerns. The eventual awardees shall provide services and support IAW the individual Task Orders, which will be competed among the awardees of the basic IDIQ contract. Task orders are anticipated to be firm fixed price, cost-plus-fixed-fee, or Time and Materials in nature. The requirements in each Task Order will be within the scope of the basic requirements of the PWS. Since this will be an Indefinite Task/Indefinite Quantity (ID/IQ) type contract it is not feasible at this time to describe in detail each task that the contractors shall be required to perform. A DRAFT version of the PWS is expected to be on the IBOP website prior to issuance of the final RFP. The solicitation will be available via Electronic Commerce at the Interactive Business Opportunities Page (IBOP, https://abop.monmouth.army.mil/) on or about 17 MARCH 2010. Interested parties are encouraged to register now at the IBOP website. No paper copies will be issued. The Government anticipates that the resulting contract(s) will have an ordering period of 18 months and a period of performance of 30 months. It is anticipated that a minimum quantity of one (1) task order will be issued to each awardee during the life of these contracts. OFFERORS ARE REQUIRED TO HAVE A SECURITY CLEARANCE LEVEL OF SECRET TO BE CONSIDERED FOR AWARD.
