Description
The National Cancer Institute (NCI), Division of Cancer Epidemiology and Genetics (DCEG) plans to procure on a sole source basis for molecular epidemiology services to support investigations of "Molecular Epidemiology Research on Genetic Susceptibility to Breast and Bladder Cancer" with Montserrat Garcia-Closas, M.D., PhD; Strangeways Research Laboratory; Worts Causeway; Room 2; Cambridge, Great Britain; CB1 8RN. This acquisition will be processed in accordance with simplified acquisition procedures as stated in FAR Part 13.106-1 (b) (1). The North American Industry Classification System Code is 541712 and the business size standard is 500 employees. Only one award will be made as a result of this solicitation. This will be awarded as a firm fixed price type contract. The period of performance shall be for six (6) months from date of award. The objective of the procurement is to obtain the services of a highly experienced molecular epidemiologist to coordinate, conduct statistical analyses, and prepare manuscripts for publication in support of several DCEG multidisciplinary investigations of genetic susceptibility and cancers of the breast and bladder. Specifically the Contractor will complete the following services: 1. Coordinate the NCI component of a primary scan genome-wide association study (GWAS) of estrogen receptor-negative breast cancer; coordinate efforts to replicate findings from the GWAS in the Breast Cancer Association Consortium dataset; complete statistical analyses; and prepare manuscripts describing the results of the primary scan and the replication study for publication in scientific journals. 2. Conduct statistical analyses of data on immunohistochemical and in situ hybridization markers for breast tumors in tissue microarrays from the NCl/Cambridge University collaborative project involving over 9,000 breast cancer tumors. The analyses will primarily focus on the relationship of the tumor markers to breast cancer risk factors and determinants of clinical outcomes. Additionally, a manuscript describing the results of the analysis will be prepared for publication in scientific journals. 3. Conduct statistical analyses of a GWAS of bladder cancer, including the primary scan, an expanded scan, and pathway-based analyses. A manuscript will be prepared for each component describing the results for publication in scientific journals. 4. Provide recommendation and guidance for future related research plans. 5. Review and edit manuscripts prepared by NCI Project Officer's related to molecular epidemiology of breast and bladder related cancers. The services outlined above are critical in completing the mission already in place towards research for genetic susceptibility in cancer. Dr Garcia-Closas has previously contributed towards the above noted projects and has an in-depth knowledge of the studies and the processes required to complete them. Additionally, her years of collaborative research with the epidemiologists, geneticists, and biostatisticians at NCI and institutions around the world collaborating on these projects make her solely qualified to perform the work remaining towards completion. In summary, Dr. Garcia¬Closas is highly qualified to perform the work to be obtained by this procurement. She is an internationally renowned leader in molecular epidemiologic research and possesses the highest level of expertise in all the areas required for this procurement. Ms. Garcia¬Closas developed the projects and solely maintains the proprietary knowledge to complete this mission for NCI. This is not a solicitation for competitive quotations. However, if any interested party believes they can meet the above requirement, they may submit a statement of capabilities. All information furnished must be in writing and must contain sufficient detail to allow the NCI to determine if it can meet the above unique specifications described herein. An original and one copy of the capability statement must be received in the NCI contracting office on or before 11:00 AM EST on March 22, 2010. No electronic capability statements will be accepted (i.e. email or fax), an original and one copy must be sent to the NCI contracting office to the address stated above. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.
