Description
ERDC Contracting Office intends to solicit on a sole source basis under the authority of FAR 13.5 to Dynamic Systems and Research Inc., 8219 Pickard Avenue NE, Albuquerque, NM 87110. This procurement is being conducted under Simplified Acquisition Procedures --- only one responsible source and no other supplies or services will satisfy agency requirements. Dynamic Systems and Research, Inc. is the only known source capable of meeting the Governments requirements due to the unique capability to provide support and service for the electrically operated spool valve, Orifice Reduction System (ORC) and Expansion Tank (ET). The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than Thursday, 11 March 3:30 P.M., CST. Such capabilities/qualifications will be evaluated solely of determing whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. No RFP will be issued based upon this Notice of Intent. The Structural Mechanics Branch, Geotechnical and Structures Laboratory (GSL), US Army Engineer Research and Development Center (ERDC), requested and was granted strategic equipment funds to procure an upgrade to the pressure release system on the 200,000 pound dynamic loader located in the Blast Load Building 5008. This loader is used to perform destructive dynamic tests on materials and various test specimens designed and developed by the ERDC. This upgrade is directly related to GSLs material testing facilities and will enhance its dynamic testing capabilities. The 200,000 pound dynamic loader is a unique one-of-a-kind device capable of applying large loads to a test piece in less than 3 to 5 milli-seconds. The QRV pressure release system allows the loader to function properly within the aforementioned time. The upgrade to the loaders pressure release system will require an identical type of QRV (with exception to the size and pressure rating) as the existing (current) QRV. This type of special QRV was produced by Seco-Dyne Inc., of California. The special proprietary design and vulcanized seals inside the valve, allowing it to operate both at high pressures and at the required speed, made Seco-Dyne the only source for this type of valve for many years until its closure in 2008. Seco-Dyne Inc., is no longer available for new construction or for the repair of older valves. Dynamic Systems and Research, Inc., (DSR) is a small research and development company located in Albuquerque, NM, that specializes in dynamic flow of liquids and gases. The president of DSR has worked, indirectly, on dynamic valve systems through research activities and interactions with Seco-Dyne prior to its closure. In the absence of Seco-Dyne, DSR has seen a commercial need for dynamic valve systems across a wide variety of industries and they have invested in the development of a dynamic valve product line to reestablish the availability of this type of special valve.
