- This procurement as authorized by 38 USC 8127 is set-Aside for Service Disabled Veterans Owned Small Business concerns (SDVOSB). The size standard under NAICS 237120 is $33.5 million; project Cost Range is from $1,000,000 to $2,000,000. The Department of Veterans Affairs, James A. Haley Veterans Hospital, 13000 Bruce B Downs Blvd., Tampa, Fl. 33612. Solicitation will be available on or about March 23, 2010. Procurement will be a Two-Phase Design-Build RFP, VA-248-10-RP-0246.. In accordance with FAR Subpart 36.3 one solicitation will be issued covering both phases. Requirement: Project No. 673-10-105, titled Design/Build and Commissioning Services. Provide design build services to install a complete, usable fuel oil delivery system for the Central Energy Plant (CEP)including: a new underground fuel piping system from building 54, the generator plant, to building 39, the CEP, a new fuel storage tank at building 54, and a boiler upgrade for the new fuel. The fuel piping system will feed: generator 6, the existing fuel tank at the S.W. corner of building 39, the SCI generator 7 and the CEP Boilers. Fuel storage tank(s) at building 54 will be sited and sized for VA requirements. This project will also convert the CEP boilers from a natural gas/propane system to a natural gas/fuel oil system. The conversion will require high efficiency Limpsfield boiler burners and an Autoflame Combustion Management System, which shall be installed by the local product distributor George T. Wilkinson Inc. The construction of the pipeline will be based on the design completed by IBC Engineering Services Inc. The fuel tanks and boiler burner upgrades will be design-build. This project will result in a complete usable system of fuel storage tank, pipeline, day tank, boiler burner conversion and control system. Third party independent commissioning is required to ensure proper operation of the completed system. Commissioning must be engaged through all phases of the project, design and construction, to ensure all performance parameters are achieved. Value engineering improvements are encouraged. All work (including design & construction shall be completed within 360 calendar days after receipt of Notice to Proceed. Phase One of the solicitation shall consist of the scope of work; evaluation factors for phase-one, including technical approach (1 or 2 page conceptual drawing); technical qualifications, such as specialized experience and technical competence; capability to perform; past performance of the offeror's team (including the architect-engineer and construction members); excluding cost or price factor. The VA may select a up to a maximum of five of the most highly qualified offerors from Phase One to submit Phase Two proposals; which shall contain both technical and price proposals to be evaluated separately in accordance with FAR Part 15.
