- Recovery Action - DUNS # 078576738, This modification is issued to obligate American Recovery and Reinvestment Act (Recovery Act) of 2009 funds to the Lawrance Berkeley National Laboratory for the purpose of providing $3,000,000 in operations funding for Project #20742 - BTP2-2004060-Residential Buildings (Building America, Builders Challenge and Existing Home Retrofits in accordance with AOP # 2004060 and Agreement 20679- Home Energy Saver (HES) & Home rating and Labeling Support. This task expands the suite of Home Energy Saver tools for energy efficiency opportunity assessments for residential buildings. Scope of work will follow the HES Development Plan, and include scaling of back-end architecture, updating of time-dependent data elements, improving default values and existing models, establishing interoperability with the NREL retrofit cost database, incorporating new modeling features, creation and support of API clients, updating static "decision support" content and improving website usability. This action was awarded competitively. Contract type is cost reimbursement because the nature of the research and development mission of the laboratory does not allow for reasonable estimates of costs of completion and therefore a firm, fixed-price contract is not appropriate.
