Description
This synopsis has been issued as FULL AND OPEN procurement; open to all businesses regardless of size. The NAICS code for this requirement is 237990. The Product Service Codes is Y299. The U. S. Army Corps of Engineers, Hurricane Protection Office (HPO) is seeking firms for the requirement entitled HPO, LPV 149, Lake Pontchartrain and Vicinity, New Orleans, LA, Hurricane Protection Project. Work is in St. Bernard and Plaquemines Parishes near the Caernarvon Canal and the Caernarvon Freshwater Diversion Structure. The work consists of floodwalls, flood gates, sector gate, piling, earthwork, and roadwork. The work will be located in an area with limited Right-of-Way clearance for normal construction activities. The work will realign the existing hurricane protection from the east side of the Caernarvon Canal to the west side. A new floodwall will be constructed. The new alignment will include new overhead trolley and roller gates across LA State Highway 39 and the Norfolk Southern railroad; construction of a new T-wall to the western side of the Caernarvon Canal and construction of a new sector gate across the Caernarvon Canal. The project will include tie-ins to the Mississippi River levee and the adjacent hurricane protection levee systems including LPV 148. This will be a Request For Proposal (RFP) solicitation that will result in one (1) firm-fixed price construction contract to the responsible contractor whose proposal conforms to the solicitation requirements and provides the best value to the Government. The basis for award will utilize the Best Value Continuum Lowest Price Technically Acceptable Source Selection Process in accordance with FAR Subpart 15.101-2. The Government is contemplating evaluating alternate times of delivery (duration of contract performance). Evaluation of multiple schedules are contemplated with award under one (1) schedule. The estimated magnitude of the construction project cost is between $25,000,000.00 and $100,000,000.00. The solicitation instructions and closing date and time for submission of proposals will be contained in the solicitation notice and package. The solicitation is anticipated to be issued on or about March 23, 2010 on the Federal Business Opportunities website (FedBizOpps) at www.fbo.gov. The Government will not provide written paper copies of the solicitation. Telephone, written, facsimile, or e-mail requests for the solicitation package will not be honored. Potential offerors must register on FedBizOpps at www.fbo.gov/ in order to receive notification(s) and/or change(s) to the solicitation. The Interested Vendors List (IVL) will may be accessed and printed from the FedBizOpps web site. Prospective contractors who would like their company name included on the IVL list may do so on the Fedbizopps website under IVL. Potential contractors are responsible for monitoring this site for the release of the solicitation package and any other pertinent information and for downloading a copy of the solicitation package. All interested parties MUST be registered in the Central Contractor Registration (CCR) Database in order to receive a contract award.
