- NAVAIR NAWCAD Lakehurst intends to enter into a sole source delivery order with the Bell-Boeing JPO (BBJPO) for the procurement of the design, development, manufacture, and testing of one (1) V-22 Pylon Conversion Actuator (PCA) Test Stand with one (1) associated Hydraulic Test Program Set (HTPS). This test stand will be used at Depot Level of maintenance to test, fault isolate, and re-qualify the PCA as being Ready For Issue (RFI) into the fleet. Also included in this acquisition is a quantity of two (2) Backup Hydraulic Power Drive Units needed to support Depot testing, along with associated Technical Data. The Navy does not own specifications, drawings, and related data to permit full and open competition. BBJPO, the designer, developer, and integrator of the V-22 Aircraft Weapons System, is the original manufacturer of the V-22 aircraft and remains the only business entity that has all the required proprietary rights and non disclosure agreements with the suppliers of the aircraft components that are necessary to design, develop, and manufacture this V-22 Peculiar Support Equipment (PSE). The Government intends to procure this equipment under the authority of 10 USC 2304 (c) (1) as implemented by the Federal Acquisition Regulations (FAR) Section 6.302-1. All responsible sources may submit a proposal which may be considered by the Government in determining whether to conduct a competitive procurement. A determination by the Government not to open the requirement to competition based on the responses to this notice is solely within the discretion of the Government.
