Description
The United States Agency for International Development (USAID) Mission, Afghanistan intends to issue a solicitation for Afghanistan Transportation Indefinite-Quantity Contracts (IQC). The IQCs will provide the USAID/Afghanistan Mission Office of Infrastructure, Engineering and Energy (OIEE) with a mechanism to award task orders for a full range of engineering and construction services for a variety of transportation projects to assist the Afghan People with their critical transportation infrastructure needs. IQC contractors will provide a broad range of services including design, engineering, design review, construction, construction management, operations & maintenance, capacity building, procurement, technical assistance and design-build services required to construct, operate and maintain various transportation systems within Afghanistan. Transportation IQC work will be issued via separate task orders that will be awarded on a competitive basis to Transportation IQC holders. Task order statements of work will vary for each activity and pricing, whether firm-fixed price or cost plus fixed fee, and firm completion schedules will be specified under each task order. Contractors will be required to demonstrate a high degree of flexibility, innovation and professionalism in implementing challenging projects in a challenging environment. It is anticipated that the period of performance for IQCs will be two years with three one-year option periods and that the cumulative estimated value of all the task orders to be issued under all "basic" IQCs will not exceed $875,000,000. The purpose of this pre-solicitation notice is to alert potential offerors that USAID/Afghanistan's Office of Acquisition and Assistance (OAA) intends to issue a request for proposals and to afford potential offerors the advanced opportunity to: 1) organize a proposal preparation team; 2) begin recruitment of personnel; and, 3) as applicable, enter into teaming arrangements.
