Description
This synopsis provides notification of the 50th Contracting Squadron's intent to award a sole source modification to the extisting contract (FA2550-02-C-2005, Civil Engineering Base Maintenance Services) to extend the period of performance up to 6 months (beginning 01 April 2010), with four option periods of 3 months. This service is required in order to operate the facilities in preparation to close Onizuka Air Force Station no later than 15 Sep 2011 in accordance with Base Closure and Realignment (BRAC) Act of 1990 and Defense Base Realignment and Closure Commission (DBCRC). The services required will continue to rapidly decrease with unpredictable workload requirements. The Government's goal is to close the facility sooner for turnover to Air Force Real Property Agency. Performance challenges in this period of uncertainty include unknown workload and the ability of the contractor to maintain a fully qualified staff during the drawdown. The extension will be performed by the incumbent contractor, Onizuka Civil Engineering Support- Joint Venture (OCES-JV) 110 Boggs Lane Suite 230, Cincinnati, OH 45246. A competitive, Section 8(a) contract was awarded on May 16, 2002 for the major functions of base infrastructure operations and maintenance, engineering, environmental management, resource management, fire, safety and emergency management performed at Onizuka Air Force Station (OAFS), Sunnyvale, CA. The extension will provide for continuation of uninterrupted services to the Onizuka Air Force Station operations described above. This extension of services is accomplished pursuant to 10 U.S.C. 2304(c)(1) "Only One responsible Source and No Other Supplies or Services will Satisfy Agency Requirements" as implemented by FAR 6.302-1. This Notice of Intent is not a request for competitive proposals; however, in accordance with FAR 5.207(c)(15)(ii), "all responsible sources may submit a capability statement, proposal, or quotation which shall be considered by the agency." Not awarding an extension would cause serious injury to the Government. Any response to the notice must show clear and convincing evidence that competition of the work required during the extension period would be advantageous to the Government in a diminishing workload capacity as there is no follow-on work available. A determination by the Government not to compete this contract extension period, based on this notice, is solely with the discretion of the Government.
