Description
Introduction: Pursuant to FAR Subpart 13.106-1(b)(1), the U.S. Army RDECOM Contracting Center, Natick Contracting Division, on behalf of the US Army Warfighter Science, Technology and Applied Research Directorate (WARSTAR), intends to award a firm fixed price purchase order on a sole source basis to: Thermo Electron North America LLC, West Palm Beach, FL 33407. THIS IS NOT A REQUEST FOR PROPOSALS. NO SOLICITATION DOCUMENT IS AVAILABLE. 1. Nature and description of the supplies or services required to meet the agency's needs: There is a need for a service contract to perform annual preventative maintenance, and on-site maintenance as needed, on the gas chromatograph/mass spectrometer located in D-300. A service contract is required to maintain the proper operation of this system. This would include service calls as well as preventative maintenance. 2. A demonstration that the proposed contractor is the only source available to provide these services or goods (i.e. unique qualifications, proprietary rights, etc.): This is a very specialized piece of equipment, manufactured by Thermo Electron North America LLC, which is the only source for the performance of this service. Thermo Electron is the only manufacture who is intimately familiar with how the system operates and what changes to make in order to safely run the system. 3. A description of the market research that was conducted and the results, or a statement of the reason a market research was not conducted: A market research was not required because this company manufactured the system and has the intimate knowledge required to perform this contract. 4. Any other facts supporting the use of other than full and open competition: The system has been under warranty and based on the complexity of the system and the problems encountered it would be in the government's best interest to award this contract to the equipment manufacturer. 5. A statement of the actions, if any, the agency may take to remove or overcome any barriers to competition before any subsequent acquisition for the supplies or services required: None 6.
