Description
This is a market survey for DC-3 AIRCRAFT AIRFRAME MAINTENANCE SUPPORT for one FAA owned vintage DC-3 aircraft. The Federal Aviation Administration has a continuing requirement for complete airframe and minor on-airframe engine maintenance, off season hangar storage, and annual aircraft inspection and certifications as required by Federal Aviation Regulations (FARs) for aircraft N-34 vintage aircraft, airframe maintenance excluding the engines consisting of overhaul/repair in support of aircraft operating in various locations throughout the United States and Canada. Preventative maintenance will be performed by FAA personnel or by third party contractors. For survey information purposes this requirement is contemplated to be a three year contract (basic with two one-year option periods) having Firm Fixed Price, Cost Reimbursable Material and Time and Material elements. The responses to this market survey will be used for informational purposes only. This is not a screening information request or request for proposal of any kind. The FAA is not seeking or accepting unsolicited proposals. The FAA will not pay for any information received or costs incurred in preparing the response to the market survey. Therefore any cost associated with the market survey submission is solely at the interested vendor's expense. At this time the nature of the competition has not been determined. The FAA may decide to do a full and open competition or set aside all or part of the procurement for small businesses, service-disabled veteran-owned small businesses or eligible socially and economically disadvantaged businesses that are certified by the SBA for participation in the SBA's 8(a) Program. The purpose of this market survey is to solicit statements of interest and capabilities from small businesses, service-disabled veteran-owned small businesses and 8(a) certified firms. This market survey is also being conducted in order to obtain the information necessary to determine whether adequate competition exists to set-aside the competition among small businesses, service-disabled veteran-owned small businesses or 8(a) certified firms. The principle North American Industry Classification System (NAICS) code for this effort is 488190, Other Support Activities for Air Transportation, with a size standard of $7M. Any information provided in response to this market survey will be used for informational purposes only and will not be released. Any proprietary information submitted will be protected if appropriately marked. Vendor participation in any informational session is not a promise of future business with the FAA. Interested firms are required to submit the attached Business Declaration form and a copy of their SBA 8(a) certification letter, if applicable. In addition, interested firms must meet certain technical qualifications. Firms must demonstrate the ability to comply with Federal Aviation Regulation (FAR) General Maintenance Manual, the manufacturers' specifications, recommendations, and repair instructions. This requirement also includes a requirement that the Offeror must possess Parts Manufacture Approval (PMA) for Douglas DC-3 or Basler Turbo Conversion BT-67 aircraft. The Offeror must provide for the facility being considered a copy of the FAA Repair Station Certificate and Operations Specifications for DC-3 Aircraft. In order to make this determination the FAA requires the following from interested vendors: 1. Capability Statement - This document should identify:Type of services provided by your firm, with the following DC-3 ratings or limited ratings:AirframeLimited PowerplantRadioLimited InstrumentLimited accessory(Reference SOW Paragraph 1.6 Contractor Qualifications)Size and type of services provided by previous contracts (elaborate and provide detailed information and past performance),Number of years in businessFAR Part 145 information described above 2. Geographical areas where your company can provide the required services. 3. Expected programmatic approach (in-house, teaming, subcontracting, etc.) - Respondents must provide their strategy for accomplishing this work, including the percentage of work that will be done by eligible small, service-disabled veteran-owned and 8(a) certified businesses. Attached is a draft of the statement of work. Respondents are encouraged to review the statement of work and provide comments. All responses to this market survey must be received by Friday, March 19, 2010, 5:00 PM CST.
