Instructions for Responders 2010 Omnibus Household Survey SOW Attachment for Responders Estimated Labor Hours for Responders Statement of Work for Responders TYPE OF NOTICE: This notice is NOT a Solicitation or RFP. This is a Sources-Sought Special Notice calling for the submission of a Statement of Qualifications----NOT an actual proposal---- by each and every 8(a) company POTENTIALLY interested in performing the 2010 Omnibus Household Survey project described in the four files posted herewith. That Survey would be performed for the U. S. Department of Transportation’s Research and Innovative Technology Administration (RITA). This Notice does NOT commit the U. S. Department of Transportation (DOT) to making any contract award. SCOPE OF CONSIDERATION: At this juncture, the Contracting Officer is seeking responses ONLY from companies that have been CERTIFIED as an 8(a) firm by the U. S. Small Business Administration, and that are STILL within the calendar-time-period of their 8(a) tenure, as specified in the SBA-letterhead letter that placed them in the 8(a) program. Moreover, it probably would not be productive for any 8(a) firm that is currently within four months of GRADUATING from the 8(a) program to respond to this Notice, because any such firm may have graduated from the 8(a) program by the time the contracting officer is able to issue a competitive Solicitation or send a sole-source 8(a) Offering Letter to the SBA for this project. INCUMBENT CONTRACTOR: The incumbent contractor is MacroSys Research and Technology, located at Suite 312, 888 17th Street, N. W., Washington, D. C. 20006. MacroSys was the contractor for RITA’s 2009 Omnibus Household Survey. RITA could legally award the 2010 Omnibus Household Survey to MacroSys in the form of a Task Order to be issued without competition under MacroSys’ ongoing IDIQ umbrella contract numbered DTOS59-09-D-00462. However, MacroSys does not have the capacity to perform all task functions of the 2010 Omnibus Household Survey without subcontracting support, and it is believed that MacroSys would especially need subcontracting support in the data collection phase of that Survey, which accounts for more than 71% of the staff hours and cost. RITA therefore is hoping to be able to award the data collection phase, and possibly the entire 2010 Omnibus Household Survey, to another 8(a) firm whose technical focus and data collection capabilities align more closely with the requirements of the project. Although DOT cannot and does not promise the following outcome, there is a POSSIBILITY that a particularly impressive response to this Notice MIGHT result in DOT’s awarding a SOLE-SOURCE 8(a) contract to some firm other than (or in addition to) MacroSys, for the performance of some of, or possibly all of, the 2010 Omnibus Household Survey. DETAILS ARE IN FOUR FILES: Potentially interested firms should open, should study, and, in preparing their Statements of Qualifications, should use, the following four separate attached files: a file named “Statement of Work for Responders”; a file named “SOW Attachment for Responders”; a file named “Instructions for Responders 2010 Omnibus Household Survey”; and a file named “Estimated Labor Hours for Responders”. Each Statement of Qualifications submitted should conform to the guidelines given in those four files. PAGE-LIMIT ON RESPONSES: There is no page-limit on Statements of Qualifications submitted in response to this notice. LOGISTICS FOR SUBMITTAL OF RESPONSES: One complete hard-paper ORIGINAL and four complete hard-paper COPIES of each Statement of Qualifications must be RECEIVED by the contracting officer (James Mowery) not later than 4:15 PM Eastern Time April 9, 2010, at the following address: James H. Mowery III, Contracting Officer, Acquisition Services Division (M-63), Office of the Secretary, U. S. Department of Transportation, Room W83-497, 1200 New Jersey Avenue, S. E., Washington, D. C. 20590. Because of potential delivery-delays associated with security procedures in place at DOT, responders planning to use an overnight delivery service should give their package to the carrier not later than April 7, 2010 and should specifically mark it for overnight delivery. Responders planning to hand-carry their package to DOT should bring it to the lobby of DOT’s West Building not later than 1:00 PM Eastern Time on April 8th and should PRE-notify Mr. Mowery, via e-mail, concerning their anticipated arrival-time in the DOT lobby, and should call Mr. Mowery at (202) 366-4959 upon entry into the lobby, and must REMAIN in the DOT lobby with the package until Mr. Mowery or one of his co-workers is able to come down to the lobby and take the package.
