- Due to delays in the completion of the final requisition package, this announcement is the re-issue of the Wednesday, February 18, 2009 synopsis for RFP N65540-09-R-0022: Naval Surface Warfare Center Carderock Division (NSWCCD) Philadelphia intends to acquire on a sole source basis from Northrup Grumman Sperry Marine (Sperry Marine) of Charlottesville, VA hardware systems/components and associated engineering and technical services in support of the analysis, repair, alteration, maintenance and product improvement on the existing Sperry Marine manufactured Integrated Bridge System (IBS) and the Steering/ Ship Control Systems. Delivery/Performance locations are the contractor's facility, designated overhaul points or shipboard locations throughout the United States or Japan. A Firm Fixed Price (FFP), Indefinite Delivery-Indefinite Quantity (IDIQ) type contract with Cost-Plus-Fixed-Fee (CPFF) provisions for the services covering 60 months is anticipated. Anticipated award date: April 1, 2011. Sperry Marine, as the original equipment manufacture, is the sole designer and fabricator of this equipment, and, as such, is also the only known firm with the complete technical data and software source codes necessary to furnish the required engineering and technical services. No other firm possesses the prerequisite technical data and software source codes as this information is proprietary to Sperry Marine. The authority permitting other than full and open competition is 10 USC 2304 (c)(1). The solicitation will be made available electronically upon its release, which is anticipated on or about 1 May 2010 at the NECO web address: www.neco.navy.mil. Interested parties may download the RFP from the NECO website and are solely responsible for monitoring the above-mentioned website for posting. The proposed contract action is for supplies and/or services for which the Government intends to solicit and negotiate with only one source under authority of FAR 6.302. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. However, all proposals received within forty-five days after date of publication of this synopsis will be considered by the government. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
