Description
RECOVERY TECHNICAL SERVICES FOR AEROSPACE SYSTEMS MODELING AND SIMULATION UNDERCONTRACT NNA05BE28C. THIS NOTICE IS PROVIDED FOR INFORMATIONAL PURPOSES ONLY. THISOPPORTUNITY IS AVAILABLE ONLY TO SCIENCE APPLICATIONS INTERNATIONAL CORPORATION (SAIC)UNDER CONTRACT NNA05BE28C FOR TECHNICAL SERVICES FOR AEROSPACE SYSTEMS MODELING ANDSIMULATION AT NASA AMES RESEARCH CENTER (ARC), MOFFETT FIELD, CA, AUTHORIZED UNDER THEAMERICAN RECOVERY AND REINVESTMENT ACT OF 2009. ARC intends to issue the following Task Orders to be funded by the Recovery Act:Task Order 410, titled: Development of Future Flight Central for Safe & EfficientSurface Operations Simulations will upgrade the computational power of the Future FlightCentral (FFC) laboratory at NASA Ames in order to simulate the more complex automationrequired by Safe and Efficient Surface Operations (SESO) research. As a result of theupgrade, researchers will be able to use the FFC to simulate future airport surfaceoperations concepts (such as algorithms to reduce taxi time or improve runway capacity)developed by NASA and others.Contract modification 96 will be issued to addAmerican Recovery and Reinvestment Act Reporting Requirements to the contract and fullyfund Task Order 410. Task Order 510, titled: ACFS Upgrade:Phase 3 Integration will provide a high-fidelityaerodynamics model of a commercial transport aircraft interfaced to a state-of-the-art Flight Management System that will allow human-in-the-loop simulation research anddevelopment of trajectory-based optimization concepts for future air traffic managementoperations. As a result of this task, the Advanced Concepts Flight Simulator (ACFS)cockpit will include a fully integrated commercial aircraft model so that advanced humaninterface and display concepts can be tested in Next Generation Air TransportationManagement System (NextGen) environments. A separate contract modification will beissued to fund Task Order 510. Task Order 610, titled: Support Unmanned Air Systems (UAS) Research in National AirSpace (NAS) Modeling and Simulation is for research on how modeling and simulationcapabilities can help address some of the issues involved with UAS access to the NextGen. Simulation allows researchers to generate various scenarios that can be tested withoutthe need for actual flight tests, which are expensive and time-consuming. Simulationalso allows innovative concepts to be investigated safely and with significantly lessrisk. The result of this research will be an enhanced simulation capability that canprovide high fidelity replication of operational procedures among UAS operators, airtraffic controllers, and pilots. A separate contract modification will be issued to fundTask Order 610. Task Order 710, titled: Voice Communication System Upgrade for the N210 Air TrafficManagement Lab is for the installation of a voice communication system (VCS) in the AirTraffic Management (ATM) simulation lab, at Ames Research Center, which will enablesimulations to include the routine and required ground to air and ground to ground voicecommunications that are a part of current and projected future air transportationoperations. As a result, the ATM lab will be able to simulate more complex air trafficmanagement automation.A separate contract modification will be issued to fund TaskOrder 710. The Technical Services for Aerospace Systems Modeling and Simulation Contract NNA05BE28Cwas awarded on a competitive basis. It would be impracticable to use a fixed pricecontract to secure technical services of the kind or quality required for thesemodifications, since the modifications are to an existing Cost Reimbursement Contract. Oral communications are not acceptable in response to this notice. This announcement will not result in a Request for Proposal; this announcement is forinformational purposes only.
