- The U.S. Army, Army Contracting Command (ACC) Joint Munitions & Lethality (JM&L) Contracting Center, Picatinny Arsenal, NJ 07806-5000, on behalf of US Army, Research, Development and Engineering Command Armament, Research, Development and Engineering Center (REDCOM ARDEC) contemplates award of one or more Blanket Purchase Agreements (BPA) for purchase of Global Positioning System (GPS) receivers. The anticipated agreement is for a period of five years. This synopsis is open to all business concerns. However, in accordance with FAR 19.501 our intent is to establish BPA's with small businesses. In the event there aren't enough responses from responsible, capable small businesses, then large business responses will be accepted. The work performed under this award and resulting orders will be in the Picatinny Arsenal, New Jersey area. Interested vendors shall be capable of delivering GPS Receivers for use in support of various projectile and mortar developmental programs. The GPS Receivers will in general be commercial off-the-shelf (COTS) items, but the vendor may be required to make specific modifications to their standard models. General Requirements: The GPS Receiver is to be 12-channel, C/A code (coarse acquisition) and /or SAASM P(Y) code (selective availability/anti-spoofing modules, precision encrypted) with and/or without anti-jamming features. GPS Receivers shall be capable of operating in the -40 to +85C temperature range. GPS Receivers may also be required to survive gun-launch with a setback in the range of 5 to 30 K-g. Specific Requirements: Any modifications from vendor specifications may vary per call order. The NAICS Code is 334220 (Radio and Television Broadcasting and Wireless Communications Equipment Manufacturing) and the size standard is 750 employees. All interested and potential firms must be registered in CCR, and current firms must update once a year to maintain active status. Whether applying for assistance awards, contracts, or other business opportunities, all entities are considered 'registrants'. However, registration in no way guarantees that a contract or assistance award will be issued. The following information is required to register in CCR: DUNS Number; Tax Identification Number (TIN) and Taxpayers Name; Statistical Information about your business; Electronic Funds Transfer (EFT) Information. Once a business has been registered in CCR, it also has to be registered in ORCA, https://orca.bpn.gov/. On left side of CCR web page there is a link to the ORCA. Firms/companies are invited to indicate their interests and capabilities by providing specifications, brochures, manuals, reports, information pertaining to experience on previous projects, specific work previously performed or being performed, any in-house research and development effort, and any other specific and pertinent information as pertains to this particular area of procurement that would enhance our consideration and evaluation of the information submitted. All information is to be submitted via email (10MB limit) at no cost or obligation to the Government; information provided will not be returned. Responses shall also indicate the size of the business entity; large or small and a copy of the most recent ORCA certifications. Interested firms/companies shall submit their capabilities/qualification data NO LATER THAN March 22, 2010.
