Description
Justification for Brand Name HQ ACC AMIC/PKA Newport News VA intends to award a non-competitive, sole source purchase order with Interstate PowerCare for the purchase of 120 Dynasty UPS-620MR batteries to six Air Force locations (Offutt AFB NE,Whiteman AFB MO, Grissom ARB IN, Minot AFB ND, Barksdale AFB LA, Beale AFB CA) to replace the current fielded batteries which have reached the end of their life-cycle and require immediate replacement. The AACE System Program Office/Equipment Specialist (ES) has indentified the Dynasty UPS6-62MR battery as the sole replacement. No other contractor, to the best of our knowledge, have the batteries in their stock inventory and the capability to have the batteries shipped to the six Air Force locations in a reasonable Manner (within 1 week) of being awarded the contract. The AACE System ES performed research and concluded the only authorized battery for the AACE FERRUPS FE12.5KVA is the C&D Dynasty UPS 6-620MR. No other 6-volt battery is authorized or will support system configuartion. The purchase supports the procurement and shipment of batteries for the Aircraft Alerting Communications Electromagnetic Pulse (EMP) - (AACE) Uninterruptable Power Supply (UPS) system. AACE is a Nuclear Command Control Communications (NC3) System supporting the dissemination of nuclear control orders and alerting of bomber, tanker, and reconnaissance aircrew members. The UPS supports required Nuclear Technical Performance Criteria (NTPC) as defined by CJCSI 6811.01B This procurement is authorized in accordance with 10 U.S.C. 2304 (c) (1). The proposed solicitation is for commodities for which the government intends to solicit and negotiate with only one source under authority of FAR6.302-1. A determination by the government to compete this proposed action based on the responses to this notice will be based solely within the discretion of the government. Information received will normally be considered solely for the purpose of determing whether to conduct a competitive procurement.
