- The U.S. Coast Guard intends to procure a subscription renewal for the Federal Retirement Benefits (FRB) Web-Integrated Solution. This proposed procurement is for services/supplies for which the government intends to solicit and negotiate on a sole source basis to: Economics Systems, Inc. (EconSys), 3141 Fairview Park Dr., Falls Church, VA 22042 SCOPE: 1.) The United Coast Guard (USCG) will be purchasing a subscription renewal for the Federal Retirement Benefits (FRB) Web-Integrated Solution. 2.) This is a follow-on acquisition. The reason for the non-competitive acquisition was that the information in the central database is saved indefinitely, and is always available when we need to provide updated annuity estimates. This prevents the service and salary history from having to be re-entered. 3.) The service history and appropriate data automatically flows to the retirement forms to pre-populate the retirement application. The tool provides calculations for the Federal Employees Retirement Coverage and Corrections Act (FERCCA) cases. EconSys was selected by OPM to develop the correct retirement coverage errors. Note 22. The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all proposals received within forty-five days (thirty days if award is issued under an existing basic ordering agreement) after date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
