Information Technology Subject Matter Experts for Task Force Protector. Combined Synopsis/Solicitation for Information Technology Support/Subject Matter Experts (SME) (Task Force Protector) See Attached Solicitation Document: W91B4N-10-R-5020 Contracting Office Address Joint Contracting Command Iraq/Afghanistan (JCC I/A) Bagram Regional Contracting Center (BRCC), Bldg. 90 APO, AE 09354 Point of Contact: Eric N. Velez, MAJ, U.S. Army Email: eric.n.velez@afghan.swa.army.mil DSN phone: 318-431-3400 Requirement Bagram Regional Contracting Center (BRCC) has a requirement for highly qualified civilian contractor subject matter experts (SME). These SMEs would work within the contraints of the Task Force Protector deployed operational environment and work side-by-side with Military personnel supporting them within the area of their expertise. The duties described henceforth are not limited to within the S6 office, as support may at times be required within other Staff Sections within the Task Force Protector organization, and potentially at other location within the CJOA, although the primary work location shall be located at Bagram Air Field, Afghanistan. Additional Information The anticipated contract type is Firm-Fixed Price. The resultant contract for this acquisition will be for a basic period of twelve (12) months and four (4) one-year option periods with a planned start date of 1 May 2010. The North American Industry Classification System (NAICS) code for this procurement is 541513, Computer Facilities Management Services Proposals will be ranked from lowest priced to highest priced and then the technical evaluation team will review the technical acceptability of the lowest priced proposal. If the lowest priced proposal is also technically acceptable, then the contract will be awarded to that company without evaluating any remaining proposals. If the lowest priced proposal is not technically acceptable, then the next lowest priced proposal will be evaluated. This process will continue until a total of two (2) lowest priced technically acceptable offers are ascertained (the lowest price one for award, and the next one for contingency). Only the lowest price technically acceptable proposal will receive the contract award. If that company is unable/unwilling to perform under the contract, or is terminated for convenience due to a protest, then the second lowest priced technically proposal will be given the award. This requirement is solicited under FAR Part 12 utilizing commercial acquisition procedures. The solicitation MUST be downloaded from Federal Business Opportunities (FedBizOpps) at www.fbo.gov. Do not request via fax, e-mail or postal mail. No paper copies will be issued. It is important to check this site frequently for any updates/amendments. The questions and answers (Q&A) session will commence on the 10 of March 2010 and end on the 17 of March 2010 at 10:00 PM local time (Bagram). No Q&A will be taken or answered after the date and time specified. 52.232-18 AVAILABILITY OF FUNDS (APR 1984) Funds are not presently available for this contract. The Government's obligation under this contract is contingent upon the availability of appropriated funds from which payment for contract purposes can be made. No legal liability on the part of the Government for any payment may arise until funds are made available to the Contracting Officer for this contract and until the Contractor receives notice of such availability, to be confirmed in writing by the Contracting Officer.
