Description
NOAA's Acquisition & Grants Office, Western Acquisition Division-Boulder, intends to negotiate, on a sole source basis, under authority of FAR 13.106-1(b)(1), with Trimble Navigation Ltd. of Dayton, OH for a quantity of 19 Trimble NetR8 reference receivers with Trimble Geodetic 2 Antennas and 30 meter cables. Background: NOAA's Physical Sciences Division (PSD) is partnering with NOAA's Global Systems Division (GSD) to provide GPS integrated water vapor measurements (GPS-met) for the NOAA/California Department of Water Resources Hydrometeorology Testbed (HMT) Legacy Project. This project will install 32 new GPS-met stations. Most of these will be at existing Plate Boundary Observatory sites throughout California. Up to nine of the new GPS-met sites will be co-located with the snow-level radars that PSD is building and deploying for the HMT-Legacy Project. The sole source determination is based on the NOAA's requirement for the GPS receivers to be compatible with the exiting Trimble receivers in the Plate Boundary Observatory and with the NOAA GPS-met network at NOAA/GSD. Both GSD and PSD have set up data acquisition systems, signal processing tools, and value-added data products that rely on Trimble satellite receiver technology. Purchasing the NETR8 receivers from Trimble ensures that NOAA will maintain these capabilities and allows NOAA to install new GPS-met sites for the HMT-Legacy project. This notice of intent is not a request for competitive proposals and no solicitation package is available. However, firms that believe they can provide equipment that fully meets the Government's requirements may submit substantiating documentation in writing to the identified point of contact within 15 days after publication of this synopsis. Such documentation will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to conduct a competitive procurement, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice.
