Description
U.S. Department of Agriculture Animal & Plant Health Inspection Service National Veterinary Stockpile Request for Information for Emergency Logistical Staging and Support Services in Response to Large Scale Animal Disease Outbreaks Statement of Need The National Veterinary Stockpile (NVS, an emergency program of the US Department of Agriculture's Animal & Plant Health Inspection Service) exists to provide states the resources they need to fight dangerous animal diseases that could potentially devastate American agriculture, seriously affect the economy, and threaten the public's health. The NVS seeks information from industry on its availability to provide turnkey emergency services in support of warehouse facilities and operations during large scale animal disease outbreaks. Turnkey means providing the necessary skilled personnel, management, equipment (e.g. warehouse and material handling equipment, trucks, refrigeration units, communications, and vehicles), materials, permits, inventory management tools, certifications and training, to set up and provide warehouse and cold storage (vaccine storage) and distribution support services for the duration of major disease outbreaks. Potential major disease response could last months and may include diseases that can affect both animals and people such as Highly Pathogenic Avian Influenza, Rift Valley Fever, or disease that only affect animals such as Foot and Mouth Disease, Exotic Newcastle Disease, and Classical Swine Fever. The 2001 Foot and Mouth Disease outbreak in the United Kingdom demonstrates the scale and duration of an animal disease outbreak. This seven month operation resulted in depopulating and disposing of 3.9 million hoofed animals (cows, swine, sheep) on over 9,300 farms and cost $14B. Ultimately it involved the British Army to halt the spread of the outbreak. Once a State Veterinarian determines that it does not have the sufficient resources to flight such diseases it requests assistance from the NVS. In response, the NVS will deploy within 24 hours critical veterinary countermeasures (e.g. supplies, equipment, vaccines, and field diagnostic tests). The state(s) will receive, process, and deliver the countermeasures to responders in the field (farm(s)). The intent of this request is to determine industry's ability to augment local logistical storing, staging and supplying countermeasures to multiple field locations for the duration of an outbreak. The NVS seeks vendors who can provide such services using demonstrated methods. Vendor Capabilities and Experience The NVS would like to talk to vendors with the following or similar capabilities and experience: • Emergency response experience setting up and running logistical operations. • Practical experience working within an incident command system during emergencies. • An understanding of the National Response Plan, • Knowledge of the USDA and state animal disease response plans is a plus. • The ability response within 48 hours to potentially identify (states may or may not have pre-identified locations) and set up warehouse operations for the duration of large animal disease outbreaks. • Experience managing large scale (50+ responders under direct supervision) emergency response operations. Previous experience operating emergency logistics centers for government agencies is highly desirable. • Capability of responding to multiple outbreaks/responses simultaneously. • Ability to scale operations to meet the demands of responses as they increase in size. • Experience working with federal and state governments.
