Description
THIS CONTRACTING ACTION IS BEING OFFERED UNDER THE AMERICAN RECOVERY AND REINVESTMENT ACT. The Forest Service has a requirement for the trail construction and reconstruction which includes clearing, grubbing, excavation, ditch construction, retread work and individual tree removal. It will also include construction of turnpike, installing culvert, rock and root removal, installing waterbars, and constructing drain dips. This project is located in grizzly bear habitat. The project is located on the Spotted Bear Ranger District within the Bob Marshall Wilderness area and ranges in elevation from 5,200 feet to 6,800 feet. The following is the most direct route to the project: From Bigfork, Montana, travel south on Highway 83 approximately 40 miles to the junction of Forest Road # 44 the Holland Lake Road. Travel east on Road # 44 approximately 2 miles to the junction with Road # 44A the South Holland Road. Travel east on 44A approximately 0.5 miles to the Owl Packer Trailhead. From this point you will be entering a motorized restricted area to access the Bob Marshall Wilderness Complex and motorized/mechanized equipment is prohibited. Hiking or stock use is the only available travel method to get to the complex and travel in the complex. Travel east on Trail # 35 the junction with Trail # 120 which is the Smokey Creek Trail.. Travel north on Trail # 120 approximately 2.5 miles to the divide between the South Fork River and the Swan River Valley. This is the beginning of the Trail Project. The lower end of the project is normally free of snow by early June, although high water will be encountered through late June. The upper end of the project is normally free of snow by early to mid July. Travelers will encounter downed trees across some trails untill yearly maintenance is accomplished by late June. No motorized or mechanized equipment, including mountain bikes, is allowed within designated Wilderness. No pre-quote site visit will be conducted but offerors are encouraged to visit the site. Offerors are also encouraged to review Federal Acquisition Regulation (FAR) provision 52.236-3, Site Investigation and Conditions Affecting the Work (Apr 1984). Failure of the Contractor to ascertain the nature, location, and conditions which affect the work will not relieve the contractor from the responsibility for successfully performing the work without additional expense to the Government. For additional information regarding the site, contact Jack David (406)758-5217 at the Flathead National Forest Supervisor’s Office, 650 Wolfpack Way, Kalispell, Montana, for additional information. The project cost estimate is between $25,000 and $100,000. Davis Bacon wage rates will apply. The total performance period is approximately 90 calendar days, but work is to be completed no later than 30 August 2010. All responsible sources may submit a quote which will be considered by the Government. In accordance with FAR 4.1102(a), prospective contractors must be registered in the Central Contractor Registration (CCR) database prior to award of a contract. Lack of registration in the CCR on part of the offeror will render an offeror ineligible for award. Offerors may obtain information on registration and annual confirmation requirements by calling 888-227-2423 or via the Internet at http://www.ccr.gov//. The NAICS code is 237310, Highway, Street and Bridge Construction, with a small business size standard of $33.5 Million in gross annual receipts. The solicitation package is anticipated to be available electronically on 26 March 2010 with an anticipated closing date of 26 April 2010. Copies of the Request for Proposal, specifications and drawings can be obtained at http://www.fedbizopps.gov once available for issuance. ARRA Requirement: The Awardee will be subject to Section 1512(c) of the American Recovery and Reinvestment Act which requires each contractor to report on its use of Recovery Funds under the awarded contract.
