Description
REQUIREMENT: The United States Government ("Government") is seeking expressions of interest from potential sources for office space in the west suburban Chicago-land area (See "Place of Contract Performance" for Delineated Area). The Government's existing lease is expiring and the Government is considering if it would be economically advantageous to relocate. The Government is interested in leasing approximately 75,272 rentable square feet of Class A office space for use by the Internal Revenue Service (IRS). The area of consideration/delineated area is as noted. The space must yield a minimum of 65,454 ANSI/BOMA ("Useable") square feet of contiguous space on a single floor. The anticipated term is 10 years, 7 years firm as a fully serviced lease. In addition to the rental costs of a new location, the Government will factor in costs of moving to a new location including, but not limited to, physical move, tenant improvements, above-standard/specialized alterations/equipment, systems furniture relocation, telecommunications, and other costs related to a relocation. Note that relocation costs would not be applicable when evaluating the current lease location. The expression of interest must be for a building located in a prime commercial office district with attractive, prestigious, professional surroundings and a prevalence of contemporary design and/or tasteful rehabilitation in current use. Streets and public sidewalks must be well maintained. The location should provide regularly scheduled public transportation and employee parking within convenient walking distance of the offered building sufficient to cover commuting needs of employees. Buildings offered for consideration must be of sound and substantial construction of the type generally recognized as contemporary with the ability to demonstrate meeting all current Federal/GSA/PBS, State, and local codes and regulations including but not limited to fire and life safety, accessibility, OSHA, and seismic protection. SUBMISSION REQUIREMENTS Expressions of interest must be complete, submitted in writing, and must include the following information at minimum to be considered a bona fide expression of interest for further consideration (Note that this is not an invitation for bids or a request for proposals): 1) Building name and complete address 2) Legal property description, recent property survey, and property identification numbers (PIN) 3) Location of floor/space in the building and date it will be available 4) To scale drawing (1/16"=1'-0" min.) of the offered space including the entire floor plate/plan and lobby/exiting floor plate/plan indicating all appurtenances including but not limited to columns/structure spacing (25 ft. clear desirable), service areas/cores/closets, restrooms indicating fixtures, elevators, stairwells indicating stair runs, exits, doors, windows, and other appurtenances as appropriate 5) ANSI/BOMA defined office area/useable square feet (USF) and Rentable Square Feet (RSF) offered 6) Aggregate rental rate per square foot, specifying base rent, real estate taxes, operating costs, tenant improvement allowances as part of base rent, tenant improvement allowances other than base rent, and any other services, utilities and stipulations (e.g., Fully serviced, tenant-paid electric, etc.) 7) Confirmation of the ability to meet current NFPA 101 and ADA/ABAAS requirements by tenant occupancy date 8) Confirmation of current Energy Star and/or LEED EB/O&M certification (Offered buildings with these certification(s) or that can achieve such certification(s) within nine months of occupancy are desirable.) 9) A map/diagram indicating the distance from the building to the nearest public transportation/transit stop 10) Name, address, telephone number, and email address of the authorized contact. In cases where an agent is representing the building owner, written/signed permission from the building owner giving authorization for the agent to present the building must be included with the expression of interest along with contact information for the authorizing owner. 11) In cases where an agent is representing multiple ownership entities and submitting multiple expressions of interest, written/signed permission from the respective building owners acknowledging and giving permission to represent multiple owners must be included with each respective expression of interest along with contact information for each respective authorizing owner. AUTHORIZED CONTACTS: In no event shall a potential offeror enter into any type of discussions concerning a building and/or space to be offered with representatives of any Federal agency other than the authorized officers and employees of the General Services Administration (GSA) or their authorized representative.
