- The Federal Bureau of Investigation (FBI) intends to solicit proposals to obtain instructor services in support of the FBI's Forensic Canine Program (FCP). The primary objective of this contract will be to set up a science-based, multi disciplinary canine training program. Specifically, this requirement will require the contractor to develop a science-based, multi disciplinary training program for the FCP. The contractor will be responsible for victim recovery dog (VRD) training and handling techniques, victim recovery search techniques, Blood Detection Dog (BDD) training and handling techniques, BDD search techniques, VRD and BDD operational applications for non-canine handlers, and victim recovery search techniques for non-canine handlers. The vendor shall be responsible for developing and administering and FBI-sponsored VRD and BDD refresher course and certification assessment. In addition, the vendor will also participate in research studies and investigative search assistance. The Request for Proposal (RFP) will be available on or about March 26, 2010 and the closing date for proposals will be 30 days from the date the full solicitation gets posted on the Federal Business Opportunities website. No paper copies of the RFP will be provided nor is a mailing list being maintained for this acquisition as the solicitation will be available solely through the Federal Business Opportunities website at http://www.fedbizopps.gov, therefore, interested parties are requested not to send letters, e-mails or faxes requesting copies of the RFP. Accordingly, telephoned, mailed, e-mailed or faxed requests for the RFP will not be honored. All future information regarding this acquisition, including solicitation amendments, will be distributed solely through the Federal Business Opportunities website. The Federal Business Opportunities website provides downloading instructions. Hard copies of the solicitation document and its related documents, as appropriate, will be posted at this website, therefore, interested parties are requested not to send letters, e-mails or faxes requesting copies of the RFP. Accordingly, telephoned, mailed, e-mailed or faxed requests will not be honored. Interested parties are responsible for monitoring the FedBizOpps website to assure that they have the most up-to-date information regarding this acquisition. The Government will not reimburse interested parties for any costs associated with responding to this solicitation. To be eligible for award, interested parties MUST be registered with the Central Contractor Registry at www.ccr.gov.
