Description
The Cincinnati VAMC has a requirement for a Design/Build Project; "Decontamination Trailer Prep Site" per the drawing and specifications. This opportunity is available only to contractors under Public Law 109-461 and 38 USC 8127. This acquisition will be solicited pursuant to the Veterans' First Public Law 109-461 as a Service-Disabled Veteran-Owned Small Business Set-Aside. The S.D.V.O.S.B. contractor is required to perform a minimum of 15% of the construction work on the project. This does not include paperwork, submittals, etc. Additionally, this acquisition will be conducted in accordance with FAR 14.408-1(a) (3), to that responsible bidder whose bid, conforming to the invitation, will be most advantageous to the Government, considering only price and the price-related factors.Do not send questions to this notice. Questions will be accepted after the solicitation has been published. A Firm-Fixed Price Construction Contract is anticipated to be awarded. Contractor shall completely prepare the site for building operations, including demolition and removal of existing structures, general construction, alterations, mechanical and electrical work and to furnish labor, management, transportation materials and equipment necessary to accomplish the work indicated on the contract drawings as stated in the specifications or reasonable implied Veterans Affairs Medical Center, 3200 Vine Street, Cincinnati, Ohio 45220. Solicitation documents, including specifications and drawings, will be available electronically on or about March 30, 2010, at the following website: www.fedbizopps.gov. INTERESTED PARTIES ARE STRONGLY ENCOURAGED TO REGISTER TO RECEIVE NOTIFICATION OF ACTIONS INCLUDING POSTING OF THE SOLICITATION AND ANY AMENDMENTS. HOWEVER, OFFERORS ARE ADVISED TO CHECK THE SIGHT FREQUENTLY AS THEY ARE RESPONSIBLE FOR OBTAINING AMENDMENTS. One Hundred and Twenty (120) day bid acceptance period will be required. Bond information: No Bid bond will be submitted with bid. Alternative payment protection will be required from the contractor receiving award. A pre-proposal conference shall be held at a date, time, and location to be provided in the solicitation. In accordance with VAAR 836.204, the magnitude of this project is between $25,000.00 and $100,000.00. Offerors must be listed in the VetBiz.gov Vendor Information Pages at www.vetbiz.gov, currently registered in Central Contractor Registration, www.ccr.gov, and have completed online Representations and Certifications at http://orca.bpn.gov. North American Industrial Classification Standard (NAICS) code assigned to this construction project is 236220 with a small business size standard of $33.5 million. The proposed contract will encompass work: Period of performance is 120 days from the Notice to Proceed. Base Bid, (ALL WORK): This project is a Design/Build it will provide the site prep activities for the VA furnished decontamination trailer, including all excavation, foundation, utilities, and renovation work required. The Project is located at Cincinnati VAMC 3200 Vine St., Cincinnati, Oh, 45220. The decontamination trailer will be accessible from the hospital through the ER, where an alcove will be created with a door outside to the decontamination trailer. A canopy will be installed in the ER to create a covering over the entrance to the trailer. Small renovation work is required to create the alcove and the exterior door. This project also includes improvements to the mass decontamination shower facility, located in the morgue entrance. Contractor shall completely prepare the site for building operations, including demolition and removal of existing structures, general construction, alterations, mechanical and electrical work and to furnish labor, management, transportation materials and equipment necessary to accomplish the work indicated on the contract drawings as stated in the specifications.
