- NOTICE OF CONTRACT ACTION (NOCA) - The 672 ARSS intends to issue a Request for Proposal (RFP) for the Common Range Integrated Instrumentation system (CRIIS) Engineering & Manufacturing Development (EMD), Production, and Sustainment (PHASE II) program, on or about 31 March 2010 with written proposals due on 4 May 2010. This is a limited competition between the two PHASE I contractors with the Justification and Approval document to be posted as required. Oral proposal presentations are scheduled to begin on 11 May 2010. The government anticipates award of a single contract to result from this solicitation. This synopsis neither constitutes a Request for Proposal (RFP) nor an Invitation for Bids (IFB), nor does it restrict the government in any way to an ultimate acquisition approach. This synopsis should not be construed as a commitment by the Government for any purpose. Any award resulting from this solicitation will go to the contractor that provides the best value proposal considering cost risk, past performance, mission capability, and cost/price. It is further anticipated that the competitive period of performance for the instant contract will be 36 months. Detailed information on this acquisition was previously posted at www.fedbizopps.gov as solicitation FA8678-TBD. All RFP documents will be posted on the fedbizopps website u-on issuance of the solicitation. Hard copies of the solicitation, attachments, or technical documents will not be provided. An Ombudsman has been appointed to address concerns relating to this acquisition. The Ombudsman does not diminish the authority of the program director or contracting officer, but communicates contractor concerns, issues, disagreements, and recommendations to the appropriate Government personnel. When requested, the Ombudsman will maintain strict confidentiality as to the source of the concern. The Ombudsman does not participate in the evaluation of the proposals or in the source selection process. Matters of a routine or administrative nature concerning this acquisition should not be addressed to the Ombudsman but rather to the Contracting Officer.
